HEAD \tf> CITY ATTY. <^- CITYMGR. /o RECOMMENDED ACTION: Adopt Resolution No. 2009-137 authorizing the Carlsbad City Library to apply for a grant from the California Library Literacy Service and accept any award. ITEM EXPLANATION: From 1984 until 1989 the Carlsbad City Library adult literacy program was funded with grant money from the State. In 1989, when those funds were no longer available, the City's General Fund picked up the support of the program. In 1990, when the California Library Literacy Service was created, the Library became eligible for additional matching grant funds. The Library has applied for and received the matching grant funds each year for the past eighteen years. For fiscal year 2008-09, the State Library will follow a similar procedure as last year in determining how this matching grant program will be funded. The funding formula will provide a basic grant to each eligible literacy program. Subsequently, if additional funds remain, a second grant amount will be distributed to each eligible literacy program. The total State grant amount received for FY 2008-2009 was $30,056. FISCAL IMPACT: The Carlsbad City Library meets the eligibility requirements for receiving State-matching funds. These matching funds are awarded by the State to extend or enhance existing literacy services. Grant funds will be used for instructional resources; annual recognition event; program support activities, equipment; and public relations. ENVIRONMENTAL IMPACT: The application for or award of this grant does not qualify as a project under the California Environmental Quality Act (CEQA Section 15378) and no environmental review is required. The current fiscal year appropriation is $17,481; next year's proposed budget is $14,083. However, there are infrastructure-related expenses attributed to the Literacy program contained in the Learning Center "administrative" account org key, 0014030. A report is provided to the State each year identifying the total expenses associated with our literacy program. The State then applies a formula to determine how much in grant funds we are eligible to receive (see attached document.) This formula is not a dollar-for-dollar match; rather, each Literacy program receives a baseline of $10,000. A match is based on the amount of local dollars expended on Ault Literacy Services plus a per capita amount based on the number of adult learners served. If the local match for Adult Literacy is less than $10,000, the program is not eligible for the matching and per capita funds. The State Library provided us $30,056 in grant revenue for the current fiscal year, and we anticipate receiving approximately the same amount for next year. The amount that was expended on Adult Literacy Services (ALS) not including State funds and The number of adult learners served and An intent to provide: • Adult Literacy Services • Families for Literacy Services • English Language & Literacy Intensive Services; and/or • Mobile Library Literacy Services The California State Library Awards... A BASELINE A baseline amount for each service that will be provided: • ALS • FFL • ELLI • MLLS The baseline especially helps smaller programs by providing at least enough State money to partly support one dedicated staff person. A MATCH A match based on the amount of local dollars expended on ALS (per certification) The match rewards those programs that are able to generate local support. This state leverage has often been key in developing local funds. SAFEGUARD No library literacy services will be cut more than a certain percentage over the prior year A PER CAPITA A per capita amount based on the number of adult learners served (per certification)* The per capita recognizes that adult literacy learners are the cornerstone of all our literacy programming and therefore rewards programs for the number of adult learners instructed. * If your local match for Adult Literacy is less than the Adult Literacy baseline, your program is not eligible for the matching and per capita portions of this formula.
