(//-—• RECOMMENDED ACTION: Adopt Resolution No. 2009-153 authorizing the Public Works Director in the name of City of Carlsbad to execute all necessary forms for the Used Oil Block Grant Program Cycle 15 application to the California Integrated Waste Management Board (CIWMB) and authorizing as signature authority for all related grant documents, i.e. correspondence, reports and appropriation of funds. ITEM EXPLANATION: The California Oil Recycling Enhancement Act authorizes the collection of four cents for every quart of lubrication oil sold, transferred, or imported into California. A portion of these funds is available to local governments in the form of non-competitive block grants for establishing used oil collection programs, which encourage recycling of used oil. The annual grant award to Carlsbad will not exceed $28,100 for the term between July 1, 2010 through June 30, 2013. Payments are made on a reimbursement basis. With the City Council's approval, the current (2010-2013) block grant is slated to address continued public education, enhance the quantity of collection facilities available to residents and identify new activities that can strengthen the level of services provided to the City's residents. Staff used previous block grant funds from the California Integrated Waste Management Board to develop and continue an outreach campaign, assist paying for the Household Hazardous One Day Collection Event, which included accepting used oil and filters, assisting with the Storm Water Protection program and it has paid for program management staff time. Staff recommends the approval of the California Integrated Waste Management Board Used Oil Grant application for the term 2010-2013. ENVIRONMENTAL REVIEW: The approval of the Used Oil Grant application is exempt from the requirements of CEQA pursuant to Section 15268 of the State CEQA Guidelines. FISCAL IMPACT: Per the reimbursement requirements of the Used Oil Grant program, funds must be expended prior to reimbursement. Therefore, staff is requesting the appropriation an amount not to exceed $28,100 to the Solid Waste fund in advance of reimbursement. EXHIBITS: 1. That the above recitations are true and correct. 18 2. The submittal of the 2010-2013 Used Oil Block Grant application is approved. 3. The Public Works Director is appointed as the signature authority for the project. 4.
