J/j RECOMMENDED ACTION: N Adopt Resolution No. 2009-179 awarding a construction contract for the Repair of Palomar Airport Road Bridge Over Carlsbad Boulevard, Project No. 4700. ITEM EXPLANATION: This project will repair damaged concrete and replace the corroded guardrails on the Palomar Airport Road Bridge over Carlsbad Boulevard. In addition, minor concrete repairs and deck treatment will be applied to the adjacent bridge over the railroad tracks. On December 9, 2008, City Council adopted Resolution No. 2008-326 which authorized advertising to receive bids for construction. On March 10, 2009, City Council adopted Resolution No. 2009-045 rejecting all bids and authorizing re-advertisement for construction bids. On June 4, 2009, eight (8) bids were received, opened, witnessed, and recorded, and the bids are listed in the table below: Contractor Name 1. 2. 3. I 4. 5. 6. 7. 8. All bid documents submitted by Truesdell Corporation have been reviewed by staff and were found to be in order. Staff recommends awarding the construction contract to Truesdell Corporation in the amount of $647,647. ENVIRONMENTAL IMPACT: The project is exempt from environmental review per CEQA Guidelines Section 15301(c) - repair and maintenance of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion. CARLSBAD ENGINEERING DEPT. 11/18/08 C:\CAPITAL\SCHAUBLE\47W.DWG 1 RESOLUTION NO. 2009-179 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE REPAIR OF PALOMAR AIRPORT ROAD 4 BRIDGE OVER CARLSBAD BOULEVARD. PROJECT NO. 4700. 5 WHEREAS, the City Council of the City of Carlsbad, California, has determined it g necessary, desirable, and in the public interest to Repair Palomar Airport Road Bridge Over Carlsbad Boulevard, Project No. 4700; and WHEREAS, on December 9, 2008, the City Council of the City of Carlsbad approved 8 plans and specifications for the Repair of Palomar Airport Road Bridge Over Carlsbad Boulevard; 9 and 10 WHEREAS, funding for said project has been appropriated from General Capital Construction Fund and Proposition 42 Funds in the amount of $1,074,000 to cover all project 12 costs; and 13 WHEREAS, eight (8) bids were received on June 4, 2009 for the Repair of Palomar14 Airport Road Bridge Over Carlsbad Boulevard, Project No. 4700; and 15 WHEREAS, the lowest responsive and responsible bid to construct said project was 16 submitted by Truesdell Corporation, in the amount of $647,647; and WHEREAS, subsection 3.28.040(C)(6) of the Carlsbad Municipal Code authorizes the 18 City Manager to approve change orders in the amount equal to the contingency set at the time of 19 project award. 20 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 21 Carlsbad, California, as follows: 22 1. That the above recitations are true and correct. 23 2. That the low bid of $647,647 submitted by Truesdell Corporation, for the Repair 24 of Palomar Airport Road Bridge Over Carlsbad Boulevard, Project No. 4700, is accepted and the 25 Mayor is hereby authorized to execute a contract with Truesdell Corporation for Project No. 4700. 26 4. That the City Manager is hereby authorized to approve construction change 27 orders up to $97,147. 28 1 5. That the award of this contract is contingent upon the bidder submitting the 2 lowest responsible bid executing the required contract and submitting the required bonds and 3 insurance policies, as described in the contract, within twenty (20) days of adoption of this 4 resolution.
