HEAD CITY ATTY. />/ CITYMGR. f^ \ RECOMMENDED ACTION: Adopt Resolution No. 2009-186 approving the request from Carlsbad High School ASB Council and direct staff as appropriate. ITEM EXPLANATION: The City Council has established a process for distributing funding for community activities. Under Council Policy 51 the City Council may provide grants for special events in the city if the event is of citywide interest. Grant requests under this policy are limited to receive funding for no more than three years and must meet the special event criteria outlined in section 4 of Council Policy 51. The City Council has provided funding for community activities in the past outside of this policy as requests are received throughout the year. Attached is an e-mail request from the Carlsbad High School ASB requesting that the City Council consider allocating approximately $3,350 of "in kind" services to assist with the 2009 Carlsbad High School Homecoming Parade (Exhibit 2). To bring this group's request under Council Policy 51, it is suggested that this request be considered their first year of eligibility under the policy and that the group will pursue other outside funding resources for their event in the future. Carlsbad High School ASB is requesting the City assume expenses associated with the staging of the parade, including Police Department traffic services and special event fee ($2,274), Streets Department traffic control equipment and labor costs ($325), and the Public Works costs for the traffic control plan, design, and drawing ($750). FISCAL IMPACT: If approved, the fiscal impact would be the cost of providing "in kind" services ($3,350) appropriated from the City Council Contingency fund. That the above recitations are true and correct. 15 2. That the City Council elects to appropriate the funds requested for in kind services in accordance with Council Policy 51. 3.
