HEAD CITY ATTY. ^^_ CITY MGR. \jJ~*^ RECOMMENDED ACTION: Introduce Ordinance No. intersection with Knowles Avenue. ITEM EXPLANATION: CS-049 to require stops on Davis Avenue (west) at its Davis Avenue intersects Knowles Avenue (see Exhibit 1) at two locations in an "off-set" intersection configuration with about 140 feet between the two intersections. This configuration establishes two separate intersections, Davis Avenue (west)/Knowles Avenue and Davis Avenue (east)/Knowles Avenue. Both of these intersections are a T-intersection configuration and are located in an older residential neighborhood of single family homes between Jefferson Street and Interstate Highway 5. Davis Avenue (west) is considered the terminating leg/stem of the T-intersection with Knowles Avenue representing the through street or top of the T-intersection. A nearby resident requested staff to investigate the need to improve corner sight distance on Davis Avenue (west) at its intersection with Knowles Avenue. Staff review of this condition found that a driver on Davis Avenue (west) has sight visibility limited to approximately 80 feet looking to the east, and approximately 66 feet to the west. Consequently, the 10-mile per hour safe approach speed to the intersection is not being met for drivers on Davis Avenue (west) to view approaching vehicles on Knowles Avenue. Significant shrub/hedge removals would be required at the intersection on both the southeast and southwest corners to achieve adequate line of sight distances in both directions to provide a 10-mile per hour safe approach speed on Davis Avenue (west) at Knowles Avenue. Installation of a stop sign on Davis Avenue (west) will address the line of sight limitations in addition to minor trimming of vegetation. The Traffic Safety Commission reviewed this matter at their meeting on July 6, 2009. By a 3-0 vote, the Commission recommended that a stop sign be installed on Davis Avenue (west) at its intersection with Knowles Avenue. ENVIRONMENTAL IMPACT: The installation of an official traffic control device is a project that is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), section 15301(c). FISCAL IMPACT: The installation of one stop sign, limit line, and a stop legend on Davis Drive (west) will cost about $500. CS-049 2 5 The City Council of the City of Carlsbad, California, hereby ordains as follows: 6 SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended 7 by the addition of Section 10.28.950 to read as follows: "10.28.950 Knowles Avenue. Drivers shall stop where the following g described street intersects Knowles Avenue: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE STOPS ON DAVIS AVENUE (WEST) AT ITS INTERSECTION WITH KNOWLES AVENUE. Davis Avenue (west)."
