RECOMMENDED ACTION"
Adopt Resolution No. 2009-231 appointing one member to the Parks and Recreation
Commission.
ITEM EXPLANATION:
The term of Jim Comstock expires in August 2009. Mr. Comstock was originally appointed in
November, 2001 and was reappointed in September 2005. He has served seven years and
ten months.
The other members of the Parks and Recreation Commission are: Denny Cooper, Jim
Craig, Jim Farley, Sally Lyons, Leonard Martyns and Diane Proulx.
NOTE: Members of the Parks and Recreation Commission are subject to the
provisions of the Political Reform Act, and must file Statements of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378,
this action does not constitute a "project" within the meaning of CEQA and therefore, does
not require an environmental review.
Applications received in Calendar Year 2009 are on file in the Office of the City Clerk.

3 TO THE PARKS AND RECREATION COMMISSION

5 WHEREAS, the term of Commissioner Jim Comstock expires in
6 August 2009.
7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
8 Carlsbad, California, as follows:
9 1. That the above recitations are true and correct.
10 2. That the following person is hereby appointed to serve as a member of the
11 Parks and Recreation Commission for a term to expire in August 2013:

Dear Mayor:
My term on the Parks & Recreation Commission ends this month. I understand that I am
eligible to serve another term and would like that opportunity. Although a majority of
our Park facilities have been built there remains the Alga Norte Park and the Robinson
Ranch facilities plus other opportunities to develop recreational facilities within our city.
I look forward to working with staff especially our newer staff and our recently appointed
commissioners in support of continuing our fine facilities, programming and efforts to
bring the finest services to our community.
Thank you for the opportunity to serve Carlsbad.
