(AA^ RECOMMENDED ACTION: To receive a presentation from North County Transit District (NCTD) regarding the Mobility Plan study. ITEM EXPLANATION: NCTD, the public transportation provider for North San Diego County is implementing a comprehensive review of transit services to redefine how mobility is delivered to North County. The Mobility Plan study will result in major changes in the service NCTD provides, and the input from Carlsbad plays an important role in our analysis. NCTD aims to involve our district cities and your constituents in the participation process. In my capacity as Chair of the North County Transit District Board of Directors, I am respectfully requesting that NCTD staff be scheduled to present information regarding the NCTD Mobility Plan to the Carlsbad City Council members. Although Carlsbad has designated representatives for the formal Leadership and Technical groups providing input to the Mobility Plan, we would welcome the opportunity to address the council as a group. We appreciate your assistance in getting the NCTD Mobility Plan placed on a council meeting agenda very soon. We’re asking lots of questions: What changes in NCTD services could be made to better serve your constituents? What are the key attributes that would encourage your constituents to use transit? What areas should we build on/modify? What mobility needs should be the priority for transit service given limited funds? What kind of partnership opportunities would your organization support?
