RECOMMENDED ACTION:
Adopt Resolution No. 2009-257 approving the plans and specifications and authorizing the
advertisement of bids for the reconstruction of the Encinas Creek Bridge, Project Number 3919.
ITEM EXPLANATION:
The City's Encinas Creek Bridge is located on southbound Carlsbad Boulevard south of Palomar
Airport Road. The bridge was originally constructed by the State of California Highway Department in
1913 and subsequently widened in both 1924 and 1928. Along with other infrastructure, this bridge
was included in the coast highway right-of-way dedication from the State of California to the City of
Carlsbad in the early 1960's, in conjunction with the development of Interstate Highway 5. Other than
occasional routine maintenance and roadway resurfacing, the bridge is essentially the same today as
the 1928 widening.
Caltrans undertakes regular bi-annual inspection of all bridge structures on the State highway system
and provides to the local agency owners an inspection report. The Encinas Creek Bridge's
sufficiency rating has fallen and Caltrans recommends its replacement at this time.
Construction drawings and specifications have been prepared to replace the ninety-six year old
structure with a spanned arch bridge to include two travel lanes, bicycle lane, sidewalk, and safety
barrier rail. A rock revetment will also be installed westerly of the bridge parallel to Carlsbad
Boulevard. It will extend a distance of approximately 118 feet to the north and 149 feet to the south of
the bridge and is intended to protect both the wing walls of the bridge and the roadway from wave run-
up damage during storm events. This section of Carlsbad Boulevard has historically washed out
forcing road closure during a combination of high tides and winter storms. The rock revetment will
provide long term protection to this section of Carlsbad Boulevard and greatly reduce the
opportunities for significant damage and costs associated with maintaining the roadway and the
adjacent slopes.
There is a very small window of time available to construct the replacement bridge. The project has
been designed to initiate construction immediately following the January 24, 2010 Carlsbad Marathon
and conclude before the May 29-31, 2010 Memorial Day weekend which is the traditional beginning
of the Summer beach season in Carlsbad. In order to meet this schedule, the project includes closure
of southbound Carlsbad Boulevard south of Palomar Airport Road to Island Way, and the installation

of a detailed detour plan to southbound Avenida Encinas for the duration of the project. Northbound
Carlsbad Boulevard travel is unaffected by the detour plan. Access points to the State Parks
campground, hotels, residential areas, etc., from northbound Carlsbad Boulevard are also unaffected.
The City has obtained all regulatory agency permits and approvals for the project except one. A
portion of the project lies within the Coastal Zone and outside of the City's Local Coastal Plan
jurisdiction necessitating the issuance of a Coastal Development Permit from the California Coastal
Commission. Staff has filed a formal permit application with all required exhibits, studies, and support
information with the Commission. Commission staff has verbally indicated their support for the project
and their intention to include the permit on the Commission's November 4 - 6, 2009 agenda
recommending approval. City staff recommends going forward with the advertisement of construction
bids for the project at this time and in advance of securing the permit from the Commission. The bid
period will overlap with the timing of the November 4-6, 2009 Coastal Commission hearing; any
minor changes or special conditions potentially arising from the issuance of the permit can be handled
by bid addendum prior to opening of bids by the City in mid-November. This schedule will enable
returning to the City Council in early December with a recommendation of bid award to be followed by
initiation of construction in late January, 2010.
Staff recommends approval of the plans and specifications and requests authorization to advertise for
bids for the Encinas Creek Bridge Project.
ENVIRONMENTAL IMPACT:
A Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP)
were prepared for the Encinas Creek Bridge Project (CDP 09-08/SUP 09-03/HMP 09-06). The Notice
of Intent (NOI) to adopt a MND was published in the newspaper June 26, 2009 and sent to the State
Clearinghouse for a 30-day public review (June 26, 2009 - July 27, 2009). No further environmental
review is required. The MND was approved by the Planning Commission on August 19, 2009 in
compliance with the California Environmental Quality Act (CEQA) Guidelines, Section 15074.
FISCAL IMPACT:
The City Council has appropriated a total of $2,636,215 consisting of South Coastal RDA funds and
Planned Local Drainage Area funds for this project. A summary of the available funding for

The Engineer's estimate for the construction of the project is $1,600,000. Prevailing wages will be paid
on this project because Redevelopment funds were used for a portion of the pre-construction work.

CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT

WHEREAS, the City Council of the City of Carlsbad, California, has appropriated funds

for the reconstruction of the Encinas Creek Bridge, Project Number 3919; and
7
WHEREAS, plans and specifications have been prepared to initiate said bridge
8
reconstruction; and
9
WHEREAS, it is necessary, desirable, and in the public interest to proceed with the
10
solicitation of bids to construct said project.11
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:13
1. That the above recitations are true and correct.
2. That the plans and specifications for the reconstruction of the Encinas Creek
Bridge, Project Number 3919 are on file in the office of the City of Carlsbad's Public Works
Engineering Department and are hereby approved.
3. That the City Clerk of the City of Carlsbad, California, is authorized and directed
to publish in accordance with State Law a Notice to Contractors Inviting Bids for said project in
accordance with the plans and specifications referred to herein.
