ITEM EXPLANATION:
SDG&E established a mini-grant program for CERT to promote emergency preparedness and
encourage safety at home and in local neighborhoods. The Carlsbad Fire Department grant
request was for $2,500 to purchase Federal code-compliant safety vests, which will enhance
Carlsbad's CERT program. Council previously approved applying for these funds and adopting
Resolution No.2009-216.
FISCAL IMPACT:
The SDG&E grant award of $2,500 represents one-time funds. There is no matching fund
requirement. The SDG&E funds will be appropriated to the Fire Department Emergency
Preparedness program.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378, this
does not constitute a "project" within the meaning of CEQA and, therefore, does not require an
environmental review.

RECOMMENDED ACTION:
City Council adopt Resolution No. 2009-216 authorizing the Carlsbad Fire
Department to apply for the San Diego Gas and Electric (SDG&E) mini-grant program for
Community Emergency Response Teams (CERT).
ITEM EXPLANATION:
SDG&E invests financial resources to improve the quality of life in communities in which it does
business. SDG&E established a mini-grant program for CERT to promote emergency
preparedness and encourage safety at home and in local neighborhoods. SDG&E is making
$2,500 available to support local CERT programs (Exhibit 1). The funds can be used to
promote volunteer recruitment, training and equipment for CERT programs.
The Carlsbad Fire Department grant request is for $2,500. The grant funds will be used to
enhance Carlsbad's CERT program by funding the purchase of additional Federal code-
compliant safety vests. Recent changes in highway safety code requirements make purchasing
Federal code-compliant safety vests the CERT program's highest personal protective
equipment priority. These funds will supplement San Diego Police Foundation grant funds
recently awarded for this purpose.

Charitable Contributions Funding Guidelines & How to Apply
Charitable Contributions Funding Guidelines
The Sempra Energy family of companies funds programs that support the environment; education & leadership
development; emergency preparedness & safety; and economic, community and business development through
partnerships with local chambers, economic development councils and industry associations.
General exclusions and restrictions for charitable contributions'
We generally do not accept or fund requests for charitable contributions that benefit:
• Individuals, with the exception of company-sponsored scholarship programs.
• Private foundations and endowment funds.
• Groups that practice discrimination based on age, gender, sexual orientation, marital status, physical or mental
disabilities, race, color, religion, national origin or ancestry.
1 Sectarian or denominational religious groups, except for programs that are broadly promoted, available to
anyone and free from religious orientation.
1 Political parties, candidates or partisan-political groups.
We generally do not fund requests for these types of programs:
• General operating expenses
• Travel expense
• Loans or loan guarantees
• Debt reduction or past operating deficits
• Liquidation of an organization
• Capital-Improvement or building funds
• Reducing or donating the cost of any natural gas or electrical service that other customers of our utility
companies must pay for, with the exception of the programs approved by the California Public Utilities
•Commission administered by San Diego Gas & Electric® and Southern California Gas Co.

Thank you for your RSVP for the SDG&E Tour tomorrow, May 28th. The tour will start at 1:30pm.
Attached, you will find driving directions to the facility located at 9060 Friars Road in Mission Valley. You may want
to allow extra time to get through the security gate and park. When you check in at the guard gate, please indicate that
you are attending the CERT Executive Council Tour at the Mission Control and are the guasta of Danny Zaragoza.
The guard can give you specific directions for parking and the meeting room location.
After the tour, the Sempra Energy, Community Relations Manager, Brand! Turner would like to discuss potential funding
opportunities with those in attendance. They would like to explore a comprehensive grant that
benefits all CERT programs in San Diego County as well as mini-grants for individual groups. SDG&E is interested in
funding mini-grants that promote volunteer recruitment, retention or recognition for individual CERT programs. The
funding range will be between $500 and $2,500 per CERT.
SDG&E has asked for all the Programs to complete the attached CERT questionnaire and bring it with you to the tour.

Thank you both for all of your help and support getting our presentation and tour of Mission Control set upl I have
received several emails from the attendees, and they seemed to enjoy getting the information.
As promised, here is some information I would appreciate if you could distribute to all of the CERT groups this
week if possible.
1. An updated version of the CERT questionnaire that groups will use to begin the application process for SDG&E
donations to their individual groups. Those who already turned in a form do not need to complete a new one, but
I would appreciate you sending this to all the groups so that those who were not in attendance may also apply.
Just a reminder that groups should apply for a program that supports Volunteer Recruitment, Retention or
Recognition/Reward. Grants will range from $500 to $2,500.1 respectfully request to have all completed
questionnaires submitted to me by June 15,2009.
2. Concept for countywide program to be funded by the Sempra Energy Foundation. I would like to have some
ideas that I can present to the Sempra Energy Foundation committee by July 1,2009. I recommend using
$25,000 as a reasonable amount to request. The Sempra Energy Foundation funds programs that support
emergency preparedness. I do like the ideas of the fire training trailer or the county wide drills, but I'm excited to
hear other ideas as well. Please keep in mind that Foundation funds cannot be associated with SDG&E in any
way - they are purely charitable.
