RECOMMENDED ACTION:
Adopt Resolution No. 2009-277 amending the City of Carlsbad Capital Improvement Program
to include the El Camino Real and College Boulevard Intersection Improvement Project.
ITEM EXPLANATION:
On June 16, 2009 the City Council adopted Resolution 2009-143 adopting the Capital Improvement
Program (CIP) for 2009-10 and appropriating the 2009-10 budget requests. The 2009-10 CIP, as
adopted, did not include an intersection improvement project for the El Camino Real and College
Boulevard intersection.
In response to ongoing development activity, staff has identified the need to add an intersection
improvement project located at the El Camino Real and College Boulevard intersection to the City's
Capital Improvement Program. The project will result in the widening of southbound El Camino Real
to provide a left-turn lane, three through lanes, a bicycle lane and a dedicated right-turn lane to serve
southbound El Camino Real to westbound College Boulevard.
Staff has prepared a preliminary project design layout and a planning level estimate of the costs to
implement the project. The estimated project costs are summarized below in Table 1.

To facilitate the collection and appropriation of funds from developers that may be required to
contribute funds for this project, staff recommends that the project be added to the City of Carlsbad
Capital Improvement Program with an unfunded project budget of $515,000 and that the Finance
Director be authorized to appropriate funds to the project when they are received from developers.

GENERAL PLAN CONSISTENCY
This project is consistent with Circulation Element, Streets and Traffic Control, Goal A.2, A City with
an adequate circulation infrastructure to serve the projected population; Goal A.4, A City with properly
maintained, smooth functioning and safe traffic control systems; Objective B.1, To provide an
adequate circulation infrastructure concurrent with or prior to the actual demand for such facilities; and
Objective B.2, which requires streets to be designed for safe and efficient movement of people, goods
and services within the city.
ENVIRONMENTAL IMPACT:
Environmental review for compliance with California Environmental Quality Act (CEQA) will be
performed upon completing the preliminary design phase of the project.
FISCAL IMPACT:
The addition of the project to the CIP does not include the appropriation of funds at this time. As
developers contribute funds for the project, those funds will be appropriated to the project accounts.
Currently, the Carlsbad Unified School District will be contributing $350,000 towards this project
reducing the unfunded portion to $165,000. In the future if insufficient funds have been collected from
developers, the City may consider identifying supplemental funds from other transportation funding
sources available to the City to fully fund the project. This project will be re-examined during the FY
2010-11 CIP process.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE CITY OF CARLSBAD
CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE EL
CAMINO REAL AND COLLEGE BOULEVARD INTERSECTION
IMPROVEMENT PROJECT.
WHEREAS, the intersection of El Camino Real and College Boulevard will require
improvements to provide a left-turn lane, three through lanes, a bicycle lane and a dedicated right-
turn lane along southbound El Camino Real to accommodate projected traffic volumes resulting
from future development; and
WHEREAS, based on a preliminary project design layout the El Camino Real and
College Boulevard improvements are estimated to cost $515,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
2. That it is necessary and in the public interest to amend the City of Carlsbad
Capital Improvement Program to include the El Camino Real and College Boulevard Intersection
Project.
3. That the Council DETERMINES that AMENDING THE CITY OF CARLSBAD
CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE EL CAMINO REAL AND COLLEGE
BOULEVARD INTERSECTION IMPROVEMENT PROJECT is consistent with the General Plan
based on the following findings:

a. This project is consistent with Circulation Element, Streets and Traffic Control,

population; Goal A.4, A City with properly maintained, smooth functioning and
safe traffic control systems; Objective B.1, to provide an adequate circulation

Objective B.2, which requires streets to be designed for safe and efficient
movement of people, goods and services within the city.
b. The project is consistent with the goals, objectives, and policies of the City's
General Plan in that the project requires and ensures the provision of adequate
27 circulation infrastructure concurrent with or prior to need.

1 c. The project is consistent with the Circulation Element of the General Plan in that
the project implements the goal requiring that the circulation infrastructure be
2 adequate to serve the projected population of the City.
3 d. As required by the General Plan, the proposed improvement is consistent with
the City's Growth Management Plan in that the project ensures that the
4 necessary improvements are provided for circulation streets in accordance with
the performance standards contained in the City's Growth Management
5 regulations.
6 e. That the projects will not be implemented until all required CEQA actions have
been completed.

4. That the City of Carlsbad Capital Improvement Program is amended to include

the El Camino Real and College Boulevard Intersection Improvement Project with a total unfunded
9
budget of $515,000.

5. That the Finance Director is hereby authorized to appropriate funds that are

received from developers for the purpose of implementing the El Camino Real and College
Boulevard Intersection Improvement Project.
