RECOMMENDED ACTION:
Adopt Resolution No.2009-288 and Resolution No.2009-289
appointing two members to the Carlsbad Tourism Business Improvement District Advisory
Board (CTBID).
ITEM EXPLANATION:
The term of Board Member Bill Canepa expires in November 2009. Mr. Canepa was
appointed to the Board in 2005.
The term of Board Member Hector Becerra also expires in November 2009. Mr. Becerra was
appointed to the Board in 2007.
The Carlsbad Tourism Business Improvement District (CTBID) Advisory Board, established by
the City Council in November, 2005, makes recommendations to the City Council regarding
the annual CTBID budget, expenditures for the programs and activities of the CTBID, and
provides end of year financial reports of CTBID operations as required by the City Council.
In December 2006, Council amended the Carlsbad Municipal Code eliminating the residency
requirement for this Board. Appointees, however, must be assesses of the District.
Other members of the Carlsbad Tourism Business Improvement District Advisory Board are:
April Shute, Robert Cima, Barbara Howard-Jones, Timothy Stripe and Nancy Nayudu.
NOTE: Members of the Carlsbad Tourism Business District Advisory Board are subject to
the provisions of the Political Reform Act, and must file a Statement of Economic
Interests.

Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require an environmental review.
Applications received in calendar year 2009 are on file in the Office of the City Clerk.

Dear City Clerk:
I am currently a member of the Carlsbad Tourism Business Improvement
District (CTBID) whose term is expiring at the end of November 2009.
I would like to be considered for re-appointment. While much has been
achieved since the Board's inception, there is a great deal more to be accomplished
to allow Carlsbad tourism to reach its full potential. I would consider it an honor
and my duty to continue to serve.

Dear Mayor and City Council,
I'm writing in regards to my term on the CTBID Board. In November 2009 my term as a member will expire, I'm
requesting to be elected and serve another term on the board once again. I feel for the past two and half years along
with the rest of the board I have served the City of Carlsbad with fiscal responsibility and have brought ideas that will
improve tourism in the coming years.
It has been a pleasure serving the community and I look forward to the success in the coming years as a CTBID
board member.
