ACCEPT DONATION FROM THE

RECOMMENDED ACTION:
Adopt Resolution No. 2009-314 accepting a donation of $50,000 from the Carlsbad
Library and Arts Foundation and directing a letter of thanks.
ITEM EXPLANATION:
The Carlsbad Library Learning Center project was included in the FY 2005-06 CIP Budget
approved by the City Council on June 21, 2005. On July 26, 2005 the Carlsbad City Council
accepted the proposal from the Carlsbad Library and Arts Foundation to initiate a capital
campaign to raise $1.5 million in funds for the purpose of reimbursing the City for part of the
cost of building and equipping the Library Learning Center. The Learning Center project was
ultimately funded from three sources.
This donation represents the second payment from the funds generated by the Carlsbad
Library and Arts Foundation's on-going fundraising campaign in support of the Library
Learning Center as set forth in City Council Resolution 2005-233. The Carlsbad Library and
Arts Foundation has pledged to raise $1.5 million in this effort.
FISCAL IMPACT:
The Library Learning Center project was funded through three separate funding sources; the
General Capital Construction (GCC) Fund ($388,660), the Community Facilities District No. 1
(CFD #1) Fund ($4,491,837) and the Community Development Block Grant Fund
($1,259,503). This donation will be applied to the reimbursement of GCC funds. Future
reimbursements will go first into the GCC Fund until the $388,660 has been reimbursed to the
fund. At that time, future donations will go into the CFD #1 Fund.
ENVIRONMENTAL IMPACT:
This gift does not qualify as a project under the California Environmental Quality Act (CEQA
Guidelines Section 15378) and no environmental review is required.

13 2. That the City Council accepts the donation of $50,000 from the Carlsbad
14 Library and Arts Foundation, on behalf of all citizens of Carlsbad, and

authorizes the Finance Director to deposit this donation into the General

Capital Construction Fund.

RESOLUTION NO. 2005-233
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE PROPOSAL FROM
THE CARLSBAD LIBRARY FOUNDATION TO CONDUCT A
CAPITAL CAMPAIGN TO RAISE FUNDS IN SUPPORT OF THE
CONSTRUCTION AND EQUIPPING OF THE PROPOSED
LIBRARY LEARNING CENTER.
WHEREAS, The Carlsbad Library Learning Center project was included in the
FY2005-06 CIP Budget approved by the City Council on June 21, 2005, and;
WHEREAS, The Carlsbad Library Foundation has hired a consultant to assist with
the development and execution of a capital campaign in support of the Carlsbad Library
Learning Center, and;
WHEREAS, The Library Foundation's goal is to raise $1.5 million dollars and these
funds will be used to reimburse the City for part of the cost of building and equipping the
Library Learning Center, and;
WHEREAS, The City Council wishes to accept this offer from The Carlsbad Library
Foundation to raise funds in support of the Library Learning Center and to donate those
funds to the City for part of the project costs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council accepts this offer on behalf of all citizens of Carlsbad.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, held on the 26th day of JULY ,
2005, by the following vote, to wit:
