P & R ACCPETANCE OF DONATIONS FOR ADOPT-A-TRAIL PROGRAM DEPT. HEAD 4r;, CITY ATTY. <&> CITY MGR. UA__ RECOMMENDED ACTION: Adopt Resolution No. 2009-316 , accepting cash donations of thirty two hundred dollars ($3,200) in support of the Adopt-A-Trail program. ITEM EXPLANATION: The Carlsbad Adopt -A-Trail program provides an opportunity for businesses, community service groups and individuals to contribute to the city's trails program through sponsorship opportunities and volunteering. Donors are encouraged to provide a monetary gift to help make the trails more enjoyable and safe for everyone. The City of Carlsbad wishes to acknowledge the generosity of Henry's Farmer's Market Place and Jimbo's for their contributions to the Adopt-A-Trail program. Through their generous contributions, the City was able to provide trail amenities that benefit all who enjoy the trails and open spaces in Carlsbad. Jimbo's Naturally The City of Carlsbad is embarking on a trail identification project for signage of all city trails that will greatly enhance the safety and way finding for all trail users. The locations for the signs once installed will correspond with GPS locations that will be linked to mapping used by police and fire. The donation from Jimbo's enabled the first installation of this trail identification system at the La Costa Glen Trail, located in south Carlsbad. An Eagle Scout partnered on this project with Jimbo's and installed 6 signs with his troop and other volunteers on November 12, 2009. (See attached Exhibit 2, photos) Henry's Farmer's Market On September 26, 2009, the Parks and Recreation Department hosted the National Public Lands Day event at Lake Calavera. The event began at 8 a.m. and ended at noon. Volunteers attending the event installed an informational kiosk, repaired trail erosion and picked up litter and trash. Participants also learned about the native habitat, invasive exotics and wildlife in the area as well as the proposed Lake Calavera Trails Master Plan (See attached Exhibit 3, photos). Letters of appreciation have been sent to Henry's Farmer's Market and Jimbo's Naturally, on behalf of the Parks and Recreation Department and the City of Carlsbad. FISCAL IMPACT: Cash donations of $3,200 were deposited into the Parks and Recreation contribution revenue fund, to be used for the purposes related to the city's Adopt-A-Trail program. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. Photos of National Public Lands Day Event and Lake Calavera Informational Kiosk 1 RESOLUTION NO. 2009-316 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING DONATIONS OF CASH IN SUPPORT OF THE ADOPT-A-TRAIL PROGRAM 4 " 5 WHEREAS, the City Council wishes to accept cash donations, in support of the Adopt-a-Trail Program, and 7 WHEREAS, the City Council wishes to acknowledge the generosity and support 8 of Jimbo's Naturally in support of a $1,500 donation to the Adopt-a-Trail program; and 9 WHEREAS, the City Council wishes to acknowledge the generosity and support 10 of Henry's Farmer's Market in support of a $1,700 donation to the Adopt-a-Trail program; and 13 WHEREAS, money received for donations for the Adopt-a-Trail program were 14 deposited in the Parks and Recreation contribution revenue fund; and 15 WHEREAS, on October 19th, 2009 the Parks and Recreation Commission 16 accepted the donations from Henry's Farmer's Market and Jimbo's Naturally for the 17 Adopt-a-Trail program. 18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 19 Carlsbad, California, the following: 20 1. That the above recitations are true and correct.21 22 2.
