RECOMMENDED ACTION:
Adopt Resolution No. 2010-002 approving plans and specifications and authorizing the City
Clerk to advertise for bids for the Northwest Quadrant Storm Drain Improvement Program - Chestnut
Avenue, Pio Pico Drive and Crest Drive, Project No. 6608.
ITEM EXPLANATION:
The Northwest Quadrant Storm Drain Replacement Program is a multi-year program to address non-
master drainage plan needs within the northwest quadrant of the City. Carlsbad Operations and
Maintenance staff was interviewed regarding their field observations and knowledge of drainage
issues throughout the northwest quadrant. Site locations were identified and prioritized based on
recommendations from field observations. The locations of the sites, status and current priority are
included in Exhibit 2.
Four sites are included in this contract request as shown on Exhibit 1. The Chestnut Avenue storm
drain comprises two of the sites and will install 1,350 feet of 18-inch diameter reinforced concrete
pipeline. The pipeline will carry nuisance groundwater, which surfaces in the street and currently flows
in the gutter year round, to the existing storm drain system. New curb inlets and cleanouts will be
installed. The project includes work within CALTRANS right of way, where Chestnut Avenue crosses
under Interstate 5, and an encroachment permit has been obtained.
The third site includes replacement of the existing storm drain located at the intersection of Pio Pico
Drive and Forest Avenue. This existing storm drain is undersized and unable to convey storm water
flow tributary to that location. The new storm drain system is designed to provide capacity to accept a
100-year flood event. The project includes the construction of 565 feet of reinforced concrete pipeline
consisting of 105 feet of 18-inch diameter pipeline, 65 feet of 24-inch diameter pipeline and 395 feet of
30-inch diameter pipeline plus curb inlets, cleanouts and street surface improvements including
reconstruction of 355 feet of concrete channel.
The fourth site includes the Crest Drive storm drain improvement to replace a temporary system
installed by City crews to protect the steep slope between Crest Drive and Monroe Street. The
temporary system was situated on private property to convey storm flows. The new system will
construct 150 feet of 18-inch diameter reinforced concrete storm drain pipeline and 380 feet of 18-inch
diameter high density polyethylene pipeline through publicly owned land and convey the storm flows
to the existing City storm drain system. The project includes construction of cleanouts and roadway
improvements. In addition, 380 feet of the pipeline will be installed using a tunneling method referred
to as "directional drill" to avoid surface impacts to Hosp Grove, thereby reducing environmental
impacts.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving
negligible or no expansion and 15304(f) - minor trenching or backfilling.
FISCAL IMPACT:
Table 1 shows the current status of the Northwest Quadrant Storm Drain Improvement Program. More
specifically, the current status of the program shows the expenditures of previously completed storm
drain improvements and the funds available to complete the storm drains in Chestnut Avenue, Pio
Pico Drive, and Crest Drive:

An Engineer's Estimate of the construction cost for the Northwest Quadrant Storm Drain Replacement
Program - Chestnut Avenue, Pio Pico Drive and Crest Drive project was prepared by Harris and
Associates, the consulting engineer of work for this project, on August 20, 2009, and totals
$1,175,000. The total estimated project cost is shown in Table 2.

The project is funded by both General Fund and Gas Tax Funds. Additional funds may be required
but will not be determined until the bids are received and reviewed. If additional funding is needed
then staff recommends appropriating the additional funds estimated to construct this project, and
postpone design of the next scheduled drainage improvements listed for the Northwest Quadrant
Storm Drain Improvement program until additional appropriations, as needed, can be made for the

program during the FY 2010-11 CIP. If additional appropriations are needed for this project then staff
will return to Council and make that request along with the award of the construction contract.
Constructing the projects using one contract is more efficient than separating the project into multiple
contracts. The cost savings derived from bidding the projects as one contract are due to the similarity
of construction techniques on each storm drain, the proximity of the projects to one another, and
savings realized by ordering larger quantities of materials.
Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise
for bids for the construction of Northwest Quadrant Storm Drain Improvement Program - Project No.
6608 for storm drain improvements in Chestnut Avenue, Pio Pico Drive, and Crest Drive.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it

necessary, desirable, and in the public interest to construct the Northwest Quadrant Storm Drain
7 Improvement Program, Chestnut Avenue, Pio Pico and Crest Drive - Project No. 6608; and

WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
* equipment, transportation, and other expenses necessary or incidental to the Northwest Quadrant
10 Storm Drain Improvement Program, Chestnut Avenue, Pio Pico and Crest Drive - Project No.
11 6608, have been prepared and are on file in the Public Works-Engineering Department of the City
12 of Carlsbad and are incorporated herein by reference; and
13 WHEREAS, funding for said project has been appropriated from the General Fund and
14 Gas Tax Funds to cover estimated project costs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the above recitations are true and correct.

2. That the plans, specifications, and contract documents for the Northwest
18 Quadrant Storm Drain Improvement Program, Chestnut Avenue, Pio Pico and Crest Drive -
19 Project No. 6608 are on file in the Public Works-Engineering Department of the City of Carlsbad
20 and are hereby approved.
21 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
22 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the Northwest
23 Quadrant Storm Drain Improvement Program, Chestnut Avenue, Pio Pico and Crest Drive -
24 Project No. 6608, in accordance with the plans, specifications, and contract documents referred to
herein.
