HEAD *" ' CITYATTY. f&s CITY MGR. {jj RECOMMENDED ACTION: Adopt Resolution No. 2010-006 and authorize the purchase of replacement Fire Self- Contained Breathing Apparatus (SCBA) in the amount of $330,091 from Allstar Fire Equipment, Inc. ITEM EXPLANATION: The Carlsbad Fire Department maintains Self-Contained Breathing Apparatus (SCBA) equipment, which provides a breathable air supply and respiratory protection for Emergency Operations personnel during hazardous atmospheric conditions including fires and hazardous material incidents. The SCBA unit consists of an Air Pack Harness, which holds one 30-minute air bottle with valve assembly, one Kevlar harness/rubber face-seal mask, one voice amplifier and associated hardware. For interoperability, safety and servicing requirements, all of the department's SCBAs are from a single manufacturer, Scott. A majority of the Carlsbad Fire Department SCBA's are reaching the end of their 15-year useful life, as defined by the manufacturer. The SCBA is critical life/safety equipment, which must be maintained in a serviceable condition at all times. The almost 15-year-old technology is becoming increasingly difficult to maintain and cannot utilize new fire safety technologies. The fire department currently maintains 64 SCBAs. In order to provide critical on-scene interoperability, it is important to replace the entire stock of SCBAs at one time. The fire department has conducted a review of alternative SCBA manufacturers and determined that the manufacturer, Scott, provides the best value per SCBA unit based upon the department's history with the manufacturer, the product and its serviceability. The replacement Scott SCBAs from Allstar Fire Equipment will provide updated fire safety technology, on-scene interoperability and ensure that the life/safety of all Fire Emergency Operations personnel is protected on every emergency incident requiring the use of an SCBA. FISCAL IMPACT: The total project cost to purchase 64 replacement SCBA units and related equipment from Allstar Fire Equipment, Inc., is $330,091. The SCBA unit and related equipment includes the Air Pack harness, two 30 minute air cylinders with protective sleeves, a kevlar mask, voice amplifier and associated hardware. The Fire Department will fund this purchase entirely from the Fire Department's FY2008/09 budgetary savings through efficiencies. The annual maintenance cost associated with the SCBA's is already budgeted in the department's FY 2009/10 Operating Budget. Section 3.28.100 of the Carlsbad Municipal Code allows the Purchasing Officer to purchase equipment through cooperative purchasing programs with other public agencies when the agency has made its purchase in a competitive manner. The City of Orange issued RFB's for SCBA's and SCBA-related equipment and awarded the purchase to Allstar Fire Equipment, Inc. The bid included a public agency clause, allowing other governmental agencies to obtain same pricing to purchase like materials. As such, the City of Carlsbad will purchase the SCBA's from Allstar Fire Equipment, Inc. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this action does not constitute a "project" within the meaning of CEQA and therefore, does not require additional environmental review. The bid included a public 16 agency clause, allowing other governmental agencies to obtain same pricing to 17 purchase like materials; 18 WHEREAS, sufficient funds are available from the Fire Department's FY 2008/09 20 budgetary savings through efficiencies to fund the replacement of 64 SCBA units and 21 related equipment from Allstar Fire Equipment, Inc. 22 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 23 Carlsbad, California, as follows: 24 1. That the above recitations are true and correct. 25 2.
