RECOMMENDED ACTION:
Adopt Resolution No. 2010-007 approving out-of-state travel for Assistant City Attorney,
Jane Mobaldi to attend the CLE International Conservation Easement Conference in Seattle,
Washington on March 18-19, 2010.
ITEM EXPLANATION:
This two day conference will provide valuable information to the City from the country's top
experts on a wide range of topics including but not limited to conservation easements
transactions, tax benefits available, public and private funding, transferable development rights,
mitigation banking, and appraisal requirements.
FISCAL IMPACT:
No fiscal impact. Assistant City Attorney was unable to attend the 2009 National College of
District Attorneys Government Civil Practice yearly conference; therefore funds are available in
the City Attorney travel/conference budget for the CLE conference.
ENVIRONMENTAL IMPACT:
Travel and conference attendance is not a project and is therefore exempt from the California
Environmental Quality Act (Public Resources Code section 21065).

RESOLUTION NO. 2010-007
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA APPROVING
OUT OF STATE TRAVEL FOR THE ASSISTANT CITY
ATTORNEY TO ATTEND A CONFERENCE
WHEREAS", the City Council promotes and supports continuous learning
opportunities which are of value to the City and its citizens; and
WHEREAS, Assistant City Attorney Mobaldi requests to attend the CLE
International Conservation Easement Conference in Seattle, Washington; and
WHEREAS, the City Attorney's budget has the funds necessary to cover
the expenses for attendance to this conference.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized, in accordance with
Council Policy No. 2 for Assistant City Attorney Mobaldi to attend the International
Conservation Easement Conference on March 18-19, 2010 in Seattle,
Washington.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 12th day of January, 2010, by the following vote to wit:
