RECOMMENDED ACTION:
Adopt Resolution No. 2010-016 accepting bids and award of contract to HPS Mechanical,
Inc., for the La Golondrina and El Fuerte Street Sewer Extensions, Project Nos. 3951 and 5500.
ITEM EXPLANATION:
The La Golondrina and El Fuerte Street Sewer Extensions are gravity flow sewer pipelines which will,
after their construction, allow for the elimination of two wastewater lift stations. Recent development
on adjacent downstream properties provides the opportunity to connect the two local sewer collection
areas in the City's southwest quadrant into downstream pipeline gravity conveyance systems.
The La Golondrina sewer pipeline extension includes the construction of approximately 1,000 lineal
feet of 8-inch diameter gravity flow pipeline to connect to the existing sewer pipeline at Vermarine
Court. Approximately 600 lineal feet of the pipeline extension will be constructed using fusible
polyvinyl chloride (FPVC) pipeline under the open space parcel by means of Horizontal Directional
Drilling (HDD) to avoid impacts to the environmentally sensitive habitat. The construction of the gravity
flow pipeline allows for the removal of the La Golondrina Lift Station (LGLS) which was constructed in
1984 to temporarily serve the 111 dwelling units of Carlsbad Tract 73-29 until a gravity flow pipeline
system could be constructed. The demolition and removal of the LGLS will follow the construction of
the gravity flow sewer pipeline and is included with this contract.
The El Fuerte Street Sewer Extension includes the construction of approximately 1,300 lineal feet of
8-inch diameter sewer pipeline in El Fuerte Street by way of open trench construction and 540 lineal
feet of 8-inch diameter FPVC pipeline, under environmentally sensitive habitat, by way of HDD. The
construction of the gravity flow pipeline allows for the removal of the La Costa Meadows Unit 3 Lift
Station (LCM 3) which was constructed in 1976 and serves 95 dwelling units from Meadows 3 Service
Area and Village Q4 of Carlsbad Tract 93-04. Demolition and removal of LCM 3 will follow the
construction of the gravity flow sewer pipeline and is included with this contract.
On October 20, 2009, through the adoption of Resolution No. 2009-067, the Carlsbad City Council
approved plans and specifications and authorized the City Clerk to advertise to receive bids for the La
Golondrina and El Fuerte Street Sewer Extensions, Project Nos. 3951 and 5500.

The Engineer's Estimate for this project is $1,259,825. Staff has completed its review of all documents
and finds that they are in order. Therefore, staff recommends that HPS Mechanical, Inc. be awarded
the contract.
ENVIRONMENTAL IMPACT:
A Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP)
were prepared for the La Golondrina and El Fuerte Street Sewer Extension Project (EIA 08-01). The
Notice of Intent (NOI) to adopt a MND was published in the newspaper February 26, 2009, and sent
to the State Clearinghouse for a 30-day public review (February 26, 2009 - March 26 2009). No
further environmental review is required. No city permits are required for this project; therefore, the
MND was approved administratively by the Planning Director on April 13, 2009 in compliance with the
California Environmental Quality Act (CEQA) Guidelines Section 15074.

Sufficient funds are available for the completion of the pipeline construction. The project is funded
from the Sewer Replacement Fund. A portion of this project benefits Leucadia Wastewater District
(LWD). An agreement between the City and LWD requires LWD to reimburse the City for cost of that
work. The reimbursement, based on the HPS Mechanical, Inc. bid schedule, is $21,964.

WHEREAS, the City Council of the City of Carlsbad, California, desires to construct a
6
gravity flow wastewater pipeline, the El Fuerte Sewer Extension, and remove the La Costa
7
Meadows Unit 3 Lift Station; and
8
WHEREAS, the City Council of the City of Carlsbad, California, desires to construct a
9
gravity flow wastewater pipeline, the La Golondrina Sewer Extension, and remove the La
10
Golondrina Lift Station; and
11
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
12
equipment, transportation, and other expenses necessary or incidental to the La Golondrina and El
13 Fuerte Street Sewer Extensions, Project Nos. 3951 and 5500, have been prepared and are on file
14 in the Public Works-Engineering Department of the City of Carlsbad and are incorporated herein
15 by reference; and

WHEREAS, easements for the construction and operation of the El Fuerte Sewer and La
17 Golondrina Sewer Extensions have been acquired; and
18 WHEREAS, A Mitigated Negative Declaration (MND) and Mitigation Monitoring and

WHEREAS, eight (8) sealed bids were received on December 9, 2009, by the City of
Carlsbad for the construction of said project; and
WHEREAS, the lowest responsive and responsible bid to construct said project was
submitted by HPS Mechanical, Inc. in the amount of $637,164; and
WHEREAS, a portion of this work benefits Leucadia Wastewater District (LWD); and
WHEREAS, through an agreement between the City and LWD, LWD will reimburse the
City for the cost of work in this project that benefits LWD upon its completion; and
WHEREAS the reimbursement to the City from LWD for said work based on the HPS
Mechanical, Inc. bid schedule, is $21,964; and
WHEREAS, funds in the Sewer Replacement Fund are sufficient to complete said project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the bid in the amount of $637,164 submitted by HPS Mechanical, Inc., for the
construction of the La Golondrina and El Fuerte Street Sewer Extensions, Project Nos. 3951 and
5500, is accepted and the Mayor is hereby authorized to execute a contract with HPS Mechanical,
Inc.
3. The City Manager is hereby authorized to approve construction change orders up to
$100,000.
4. That the award of this contract is contingent upon the bidder submitting the lowest
responsible bid executing the required contract and submitting the required bonds and insurance
policies, as described in the contract, within twenty (20) days of adoption of this resolution.
The City Manager may grant reasonable extensions of time.
