TRANS APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE LA COSTA AVENUE SUBDRAIN PROJECT NO. 3681 DEPT. DIRECTOR £ CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2010-033 approving plans and specifications and authorizing the City Clerk to advertise for bids for the La Costa Avenue Subdrain, Project No. 3681. ITEM EXPLANATION: Approximately 200 feet south of Cadencia Street, the asphalt concrete pavement on La Costa Avenue is severely deteriorated with water seeping out of the pavement, even during dry weather conditions. A subsurface investigation has indicated that saturated subgrade soils are responsible for the loss of structural support for the existing pavement. This project will construct a subdrain system consisting of 6-in diameter perforated PVC pipes within the saturated subgrade soils. The subdrain system will remove the water from the subgrade and deposit the water in the existing storm drain in La Costa Avenue. This is an allowed discharge into the municipal separate storm sewer system per the NPDES Permit No. CAS0108758, Section B.2. After the subdrain system is constructed, the existing pavement will be rehabilitated with an asphalt concrete leveling course and 1.5-inch asphalt concrete overlay. Staff recommends approving the plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the La Costa Ave Subdrain, Project No. 3681. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no expansion and 15304(f) - minor trenching or backfilling. FISCAL IMPACT: The La Costa Avenue Subdrain Project is part of a larger Capital Improvement Program called Miscellaneous Road Subdrains, which is a City-wide effort to fix various pavement subgrade issues. Table 1 on the next page shows the current status of the Gas Tax funding Miscellaneous Road Subdrains Program. Sufficient funds have been appropriated to complete the La Costa Avenue Subdrain Project. Remaining appropriations will be used to construct future subdrain systems where needed. EXHIBITS: 1. PROJECT NO. 3681. WHEREAS, the City Council of the City of Carlsbad, California, has determined it is necessary, desirable, and in the public interest to construct the La Costa Avenue Subdrain, Project No. 3681; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the La Costa Avenue9 Subdrain, Project No. 3681, have been prepared and are on file in the Transportation Department 10 of the City of Carlsbad and are incorporated herein by reference; and 11 WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) 12 per State CEQA Guidelines Section 15301(b) and 15304(f); and 13 WHEREAS, funding for said project has been previously appropriated from the Gas Tax 14 Fund to cover estimated project costs. 15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 17 18 19 20 21 M publish, in accordance with State law, a Notice to Contractors Inviting Bids for the La Costa Avenue Subdrain, Project No. 3681, in accordance with the plans, specifications, and contract 23 documents referred to herein. 24 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents for the La Costa Avenue Subdrain, Project No. 3681 are on file in the Transportation Department of the City of Carlsbad and are hereby approved. 3.
