RECOMMENDED ACTION:
Receive presentation, information on, and discussion of City of Carlsbad pension and health
insurance programs, as a contracting agency under the California Employees Retirement Law
from John Bartel, President of Bartel Associates and City of Carlsbad staff.
ITEM EXPLANATION:
John Bartel and City of Carlsbad staff will be providing information regarding the impact of
recent investment losses experienced by the California Public Employee's Retirement System
(CalPERS) on the City of Carlsbad's pension costs. They will review estimated future pension
costs and discuss the effect of the CalPERS smoothing technique on an agency's unfunded
liability. The costs associated with the City's health insurance programs will also be discussed.
FISCAL IMPACT:
None.
ENVIRONMENTAL IMPACT:
This presentation is not a "project" within the definition of the California Environmental Quality
Act in that it does not have a direct or indirect impact on the physical environment under CEQA
Regulation 153789(b).
