RECOMMENDED ACTION:
Adopt Resolution No, 2010-040 approving a request from Special Olympics for "In Kind"
service assistance in the amount of $974 for the Law Enforcement Torch Run to be held on
June 2, 2010.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting correspondence to the City Manager.
Attached is an e-mail request from Special Olympics requesting that the City Council consider
allocating approximately $974 of "in kind" services to assist with the 2010 Law Enforcement
Torch Run taking place on 6-2-10. Special Olympics is requesting the City assume expenses
associated with the run, including Police Department traffic services ($494), the special event
fee ($330), and the Transportations costs for the traffic control plan, design, and drawing
($150).
FISCAL IMPACT:
If approved, the fiscal impact would be the cost of providing "in kind" services to the Public
Works-Engineering Department ($150) and the Police Department ($824) to be appropriated
from the City Council Contingency fund. In the past the City Council has provided "in kind"
funding for this event as outlined in the information below:

ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require an environmental review.

WHEREAS, Special Olympics has requested "in kind" service assistance for the Law

Enforcement Torch Run on 6-2-10; and
WHEREAS, staff determined the Transportation-Engineering services necessary to
9 assist with the Law Enforcement Torch Run; and
10 WHEREAS, staff determined the cost of providing the Transportation-Engineering
services for the Law Enforcement Torch Run is $150.
1 91Z WHEREAS, staff determined the Police Department services necessary to assist with
the Law Enforcement Torch Run; and
WHEREAS, staff determined the cost of providing the Police Department services for the

16 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
17 follows:
1. That the above recitations are true and correct.

3. That the Finance Director is hereby authorized to appropriate $974 from the
Council's Contingency Account balance to cover the costs of providing services to Special

that the City provide in-kind services for the 2010 Law Enforcement Torch Run Traffic Control Plan, the Special Event
Fee, and the PD Staffing.
The presentation will be given by me, some of our athletes, and possible Sergeant Kevin Lehan & or Sergeant Chris
Boyd. No power point presentation will be made.
