RECOMMENDED ACTION:
City Council adopt Resolution No. 2010-058 accepting Justice Assistance Grant
funds and appropriating the funds to support various police department functions.
ITEM EXPLANATION:
The FY 2009 Justice Assistance Grant (JAG) Local Program allows states and local
governments to support a broad range of activities to prevent and control crime and to improve
the criminal justice system. The JAG Purpose Areas include 1) Law enforcement programs; 2)
Prosecution and court programs; 3) Prevention and education programs; 4) Corrections and
programs; 5) Drug treatment programs; and 6) Planning, evaluation, and technology
improvement programs. These federal funds must be used to supplement existing funds for
program activities and cannot replace or supplant local funds.
Carlsbad's FY 2009 JAG Formula Block Grant award is $23,039. The Police Department
proposes that the grant be used to fund a financial investigative system at a cost of $23,039.
This system will aid investigators by scanning large quantities of financial documents and
automatically entering all identifying information into a database improving efficiencies and
increasing accuracy.
Carlsbad's FY 2009 JAG American Recovery and Reinvestment Act Grant is $143,111. The
Police Department proposes that the grant be used to fund digital imaging system ($35,000),
ballistic helmets ($25,000), patrol rifles ($28,000), sniper night vision ($23,000), cell phone
scrambler ($18,611), pole camera ($10,000), and electromagnetic motion detection and ranging
device ($3,500) at an estimated cost of $143,111.
The proposed purchases comply with the requirements of the grants.
FISCAL IMPACT:
The total program cost is $166,150 which is fully reimbursable by the JAG program grant
awards. The estimated annual maintenance costs for the financial investigative system are
$6,500. Staff will pursue future JAG grants to fund the ongoing maintenance. Should JAG
grants be unavailable, Police will fund the ongoing maintenance costs within their budget.

Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15738, this
action does not constitute a "project" within the meaning of CEQA and therefore, does not
require additional environmental review.

WHEREAS, Carlsbad Police Department has been allocated funds through the

Justice Assistance Grant Program to support activities to prevent and control crime and8
9 to improve the criminal justice system; and
10 WHEREAS, Carlsbad Police Department proposes to purchase various police
11 equipment, including digital imaging system, ballistic helmets, patrol rifles, sniper night
12 vision, cell phone scrambler, pole camera, and electromagnetic motion detection and
13 ranging device totaling $166,150 that meets the criteria for allowable costs for full
14 reimbursement as set forth in the grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:

1. That the above recitations are true and correct.18
19 2. That the purchases specified are authorized in compliance with the grant.
20 3. That the Police Chief or his designee is authorized to execute all appropriate
21 agreements with the US Department of Justice for receipt of the subject grant
22 funds, as well as any required reports and/or final statements; and
23 4. That the Finance Director is authorized to appropriate $166,150 for Justice

Assistance Grant Program purchases.

of the City of Carlsbad on the 6th day of April. 2010, by the following vote to wit:
