CITY ATTY. <&*- CITY MGR. 0 - RECOMMENDED ACTION: Adopt Resolution No. 2010-059 , accepting individual donations in product and in-kind services totaling five thousand four hundred seventy four dollars ($5,474) in support of the 2010 Teen Scene special event. ITEM EXPLANATION: On Saturday, January 30th, the Parks & Recreation Department hosted the annual Teen Scene competition at Calavera Hills Community Center from 4:00 p.m. to 9:00 p.m. There was an estimated attendance of 600 people. Eight bands competed in our teen Battle of the Bands competition; displayed original artwork in our art exhibition, and battled it out in our video game with Guitar Hero, Rock Band, Dance Dance Revolution and Karaoke Revolution. This event was created to provide teens an opportunity to express themselves in a safe environment. We had several venues within the event that featured teen creativity, artistic ability, talent, and skill. The centerpiece of the event, Battle of the Bands, attracted eight very talented teen bands, each exhibiting their skills during a 20 minute set. Our three judges, all professionals in the music industry, rated each band on stage presence, crowd response, originality, vocal ability, and instrumental talent. The band Make It Lasf Kid, won the competition and took the title of "2010 Carlsbad Battle of the Band Champion" The Parks & Recreation Department requested donations for the prize packs for our Battle of the Bands Champion and other activities. Several businesses supported the event with in-kind donations at a value totaling $5,474. Attached is a detailed list of the businesses and their donations. (Exhibit 2). Letters of appreciation have already been sent on behalf of the Parks & Recreation Department and the City of Carlsbad to these organizations. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines, this action does not constitute a "Project" within the meaning of CEQA and therefore, does not require an environmental review. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 18 Carlsbad, California, the following: 19 1. That the above recitations are true and correct. 20 2.
