RECOMMENDED ACTION:
Adopt Resolution No. 2010-060 , accepting in-kind donations totaling three thousand
six hundred sixty-nine dollars ($3,669) in support of an Eagle Scout informational kiosk
project at Leo Carrillo Ranch Historic Park.
ITEM EXPLANATION:
In the spring of 2009, staff at Leo Carrillo Ranch Historic Park was approached by
Eagle Scout candidate Blake Campbell with a proposal to design and construct an
informational kiosk to be located in an area adjacent to the parking lot at Leo Carrillo
Ranch.
With the groundbreaking for the project beginning in July 2009, the structure began to
take shape. Over the next several weeks, Blake Campbell coordinated his efforts with
the assistance of other scouts, and enlisted the knowledge and expertise of Toolson
Construction Company.
Materials and supplies donations totaled $500, and the value of the in-kind labor
donation from numerous volunteers is estimated at approximately $3,169 (using the
City's established rate of $23.65 per hour multiplied by 134 hours of service). The Eagle
Scout project saved the City of Carlsbad's General Fund an estimated $3,669 in goods
and in-kind services.
Parks and Recreation Department staff is currently designing two interpretive panels to
be mounted on either side of the structure. These panels will provide visitors with
history extending from the Luiseno inhabitants through the present park period.
Additionally, an enclosed bulletin board will be installed to provide general information
regarding upcoming events at Leo Carrillo Ranch Historic Park.
On February 22, 2010, the Parks and Recreation Commission voted to unanimously
accept the donation and recommended acceptance by City Council.

The City of Carlsbad Parks and Recreation Department wishes to acknowledge the
efforts and dedication of Blake Campbell and Toolson Construction Company for their
outstanding work on the project.
Letters of appreciation have been sent on behalf of the Parks & Recreation Department
and the City of Carlsbad.
FISCAL IMPACT:
The cost savings associated with the donated materials and in-kind services helped to
offset the actual cost to the General Fund by $3,669.
ENVIRONMENTAL IMPACT:
Accepting this donation does not qualify as a project under the California Environmental
Quality Act (CEQA) per State CEQA Guidelines Section 15378 as it does not result in a
direct or reasonable foreseeable indirect physical change in the environment.

5 WHEREAS, the City Council wishes to accept in-kind donations, in support of
the construction of an informational kiosk at Leo Carrillo Ranch Historic Park; and
WHEREAS, the City Council wishes to acknowledge the efforts and dedication

of Blake Campbell and Toolson Construction Inc. for their outstanding work on the

project; and
10
WHEREAS, on February 22, 2010, the Parks and Recreation Commission
12 received in-kind donations totaling $3,669 and recommends acceptance by the City
13 Council.
14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
15 Carlsbad, California, the following:
1. That the above recitations are true and correct.
