RECOMMENDED ACTION:
Adopt Resolution No. 2010-064 accepting bids and award of contract to Mike Prlich and Sons,
Inc., for Beech Avenue Sewer and Home Plant Lift Station Influent Sewer Replacement, Project No's.
3873 and 5512.
ITEM EXPLANATION:
The existing Beech Avenue Sewer is an 8-inch diameter vitrified clay pipe (VCP) which collects and
conveys wastewater in Beech Avenue and extends from Ocean Street easterly to Washington Street. At
Washington Street the sewer connects to a sewer pipeline which parallels the North County Transit
District's right-of-way. The Beech Avenue Sewer collects wastewater from a large portion of the Village's
businesses and restaurants. The existing Home Plant Lift Station Influent Sewer is a 15-inch diameter VCP
pipeline which conveys wastewater collected in the Carlsbad Village area, and crosses under Carlsbad
Boulevard ending at the Home Plant Lift Station. Both pipelines have reached their useful life and are
identified in the City's current Sewer Master Plan and CIP as pipelines in need of replacement.
To minimize traffic impacts to Carlsbad Boulevard, Beech Avenue and disruption to the commercial activity
in the vicinity, the design for both replacement sewers includes the use of tunneling technologies to install
significant portions of the pipelines. The Beech Avenue Sewer design includes the installation of
approximately 2,000 lineal feet of 12-inch diameter polyvinyl chloride (PVC) pipeline with tunneling
methods. The remaining 275 lineal feet of 8-inch diameter PVC sewer pipeline will be installed using
traditional open trench methods. The Home Plant Lift Station Influent Sewer design includes the installation
of approximately 200 lineal feet of 15-inch diameter PVC pipeline, which will be tunneled under Carlsbad
Boulevard.
On January 12, 2010, through the adoption of Resolution No. 2010-011, the Carlsbad City Council
approved plans and specifications and authorized the City Clerk to advertise to receive bids for the
Beech Avenue Sewer and Home Plant Lift Station Influent Sewer Replacement, Project No's. 3873
and 5512.
On March 9, 2010, six (6) sealed bids were received for the construction of this project, which are
summarized in the table below:

The Engineer's Estimate for the construction of this project is $2,300,000. Staff has completed its
review of all documents and finds that they are in order. Therefore, staff recommends that Mike Prlich
and Sons, Inc. be awarded the contract.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no
expansion.

WHEREAS, the City Council of the City of Carlsbad, California, desires to construct new
6
sewer pipelines, replacing the existing Beech Avenue Sewer and the Home Plant Lift Station
7
Influent Sewer; and
8
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
9
equipment, transportation, and other expenses necessary or incidental to the Beech Avenue
10
Sewer and Home Plant Lift Station Influent Sewer Replacement, Project No's. 3873 and 5512,

have been prepared and are on file in the Public Works-Engineering Department of the City of
12
Carlsbad and are incorporated herein by reference; and
13 WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per

WHEREAS, funds in the Sewer Replacement Fund are sufficient to complete said project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1 1. That the above recitations are true and correct.
2 2. That the bid in the amount of $1,517,620 submitted by Mike Prlich and Sons, Inc.,
3 for the construction of the Beech Avenue Sewer and Home Plant Lift Station Influent Sewer
4 Replacement, Project No's. 3873 and 5512, is accepted and the Mayor is hereby authorized to
5 execute a contract with Mike Prlich and Sons, Inc.
Q 3. The City Manager is hereby authorized to approve construction change orders up to
7 $228,000.
g 4. That the award of this contract is contingent upon the bidder submitting the lowest
g responsible bid executing the required contract and submitting the required bonds and insurance
1Q policies, as described in the contract, within twenty (20) days of adoption of this resolution.
The City Manager may grant reasonable extensions of time.
