RECOMMENDED ACTION:
Adopt Resolution No. 2010-073 approving funding allocations for the City of Carlsbad's 2010-2011
Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Program
and authorizing the City Manager to enter into funding agreements for the approved projects.
ITEM EXPLANATION:
Under Title I of the Housing and Community Development Act of 1974, the City of Carlsbad continues
to be eligible to receive funding under the U.S. Department of Housing and Urban Development
(HUD) CDBG Program to finance programs that serve the needs of lower income persons. As a
participant in the San Diego Urban HOME Investment Partnership (HOME) Consortium, the City will
also receive federal funds to provide affordable housing opportunities for lower income households.
In identifying the needs of lower income persons, federal regulations require that the City Council hold
at least two public hearings to obtain the views of citizens on Carlsbad's housing and community
development needs. An initial public hearing to invite comments on the City's CBDG/HOME Program
Consolidated Funding Plan Strategy was held on November 10, 2009. A second public hearing was
held on March 23, 2010 to provide another opportunity to obtain comments on the the needs of lower
income households and the specific proposals submitted for funding through the 2010-2011
CDBG/HOME Program.
The City of Carlsbad is entitled to receive a new CDBG allocation of approximately $508,000 during
fiscal year 2010-2011. Approximately $113,880 is also available from CDBG program income and
prior year allocations that were not used and are available for the 2010-2011 program year. The total
amount of CDBG funds currently available for allocation to eligible projects is estimated to be
$621,880. The total amount of 2010-2011 HOME funds available for allocation to eligible projects is
anticipated to be approximately $293,000. Approximately $525,000 in prior year HOME funds are
also available for allocation.
The City received twenty-three proposals for use of CDBG or HOME funds from various organizations
in response to a Request for Proposals distributed in December of 2009. The proposals were
reviewed and evaluated by the CDBG/HOME Advisory Committee prior to interviewing
representatives from the organizations. The Committee then met to develop the funding
recommendations outlined in Exhibit 2.

CDBG FUNDS
The Committee is recommending that the estimated $76,200 in CDBG funds available for public
service activities be allocated to thirteen different organizations in amounts ranging from $5,000 to
$7,400, and that $10,100 in funding for Administration be provided to an organization to assist
residents with fair housing services. The Committee is also recommending that $150,000 of the
CDBG funds available in the Public Facility Improvements and Affordable Housing categories be
allocated to Catholic Charities for improvements to the La Posada de Guadalupe Shelter.
The Committee is recommending that the remainder of the funds from the Public Facility and
Affordable Housing categories, or approximately $294,080, be allocated to Casa de Amparo for
development of a facility to serve neglected or abused children. The County of San Diego has issued
permits to develop the Casa de Amparo facility in an unincorporated area near the City of San
Marcos. Exhibit 2 lists the funding recommendations for all twenty-three proposals. Final funding
levels may be adjusted based on the actual allocation amount the City receives from HUD.
HOME FUNDS
County staff is requesting that the City allocate HOME funds available to the City to a program or
programs that will help the Consortium comply with federal guidelines regarding the expenditure of
those funds. The Consortium as a whole must meet those commitment requirements or risk losing
future funds. The City currently has the all of its HOME funds allocated to its Down Payment and
Closing Cost Assistance (DPCCA)Program for lower income homebuyers in Carlsbad. The DPCCA
Program has been under utilized due in part to the current housing market. As a result, the
Committee is recommending that the City Council reallocate $525,000 in HOME funds to Solutions for
Change to acquire property that will be used as affordable rental housing for graduates of its
homeless prevention program.
The Advisory Committee is recommending that a condition be placed on the allocation to require that
the property be located in the City of Carlsbad. Any funding agreement for such an acquisition of
property with HOME funds will require that the property be utilized as affordable housing for at least

thirty years. A balance of approximately $556,000 will remain available in the DPCCA Program for it
to continue if the $525,000 is approved for the reallocation to acquire property for affordable housing.
The City Council may also allocate additional HOME funds in future years if needed to continue the
DPCCA Program
FISCAL IMPACT:
Approximately $621,800 is available for allocation through the City's 2010-2011 CDBG Program, and
approximately $293,000 is available in HOME funds. The City Council made a previous decision to
use the maximum twenty percent (20%) of the new CDBG allocation, or approximately $101,600, for
administration of the City's CDBG program. It is anticipated that the City will receive approximately
$7,000 from the County Consortium to cover City administrative expenses for the HOME Program.
The CDBG/HOME Program has no impact on the General Fund.
ENVIRONMENTAL IMPACT:
The whole of the City Council's actions regarding CDBG and HOME funds, including consideration of
proposals and committee recommendations, acceptance of comments as recommended herein, and
ultimately the award of CDBG and HOME funds, is exempt from the California Environmental Quality
Act. Pursuant to CEQA Guidelines Section 15061(b)(3), "...CEQA applies only to projects which have
the potential for causing a significant effect on the environment. Where it can be seen with certainty
that there is no possibility that the activity in question may have a significant effect on the
environment, the activity is not subject to CEQA." These activities, or actions, including funding of
proposals, would not authorize, permit, or guarantee the construction of any project that would have a
significant environmental effect nor commit the City to approve any such project.

4 ENTER INTO FUNDING AGREEMENTS FOR THE APPROVED PROJECTS.
5 WHEREAS, the City Council of the City of Carlsbad, California, held a public hearing on March
6 23, 2010 to accept comments on the needs of lower income persons and the proposals submitted for
7 funding under the 2010-2011 Community Development Block Grant (CDBG) and HOME Investment
Partnership (HOME) Programs; and,
9 WHEREAS, the City Council considered the CDBG/HOME Funding Advisory Committee's
10 recommendations for project funding allocations; and,
11 WHEREAS, the City Council selected the projects to be included in the City of Carlsbad's 2010-
12 2011 CDBG/HOME Program; and,
13 WHEREAS, the City Council has taken all testimony into account.
14 NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
15 1. That the above recitations are true and correct.
16 2. That the projects selected by the City Council and attached as Exhibit 2 are hereby approved
at the indicated funding levels for inclusion in the City's 2010-2011 CDBG/HOME Program.

3. That the City Manager, with City Attorney concurrence, is authorized to execute funding
18 agreements with the County of San Diego and selected organizations for the approved funding
amounts to be adjusted in accordance with actual funding amounts allocated by the U. S.
19 Department of Housing and Urban Development.

RE: REVISION TO CDBG ADVISORY COMMITTEE FUNDING RECOMMENDATIONS
The CDBG Advisory Committee developed funding recommendations for City Council consideration as
presented at the March 23rd City Council Meeting. At that time, HUD had not released what the actual
allocat.on amounts would be for the coming program year, but cities were notified that the amounts
would be relatively close to what was allocated during the current program year. The agenda bill for the
item on March 23r stated that the funding recommendations might need to be adjusted based on the
actual allocation amounts. The Advisory Committee was also aware that the recommended funding
amounts would likely need to be revised and they agreed that if additional funds were available the
extra funds should be allocated to the highest ranked proposals in the various funding categories.
HUD has now released their allocation amounts for the coming CDBG program year Carlsbad's
allocation will be increasing from $508,679 this year to $550,538 for the coming year. The attached
exhibit provides the revised funding recommendations for the 2010-2011 program Funding
recommendations have been increased for the following proposals based on direction to staff from the
Advisory Committee.
• Boys and Girls Club Teen Scene Program increased from $5,200 to $7,300.
• Catholic Charities La Posada Shelter Operations increased from $7,400 to $9,500.
• North County Health Services Immunizations and Screenings Program for Seniors and Youth
increased from $7,000 to $9,100.
• Casa de Amparo Development of Facility for Abused Children increased from $294,080 to
