RECOMMENDED ACTION:
Introduce Ordinance No.CS-082 to establish ALL-WAY STOP control on Sierra Morena
Avenue at Chestnut Avenue (north), Chestnut Avenue (south) and Valewood Avenue.
Adopt Resolution No. 2010-081 to approve installation of a speed table and striping on
Sierra Morena Avenue in conjunction with the Sierra Morena Avenue Traffic Calming Pilot Project.
ITEM EXPLANATION:
Sierra Morena Avenue is a residential street in the northeast portion of the city. The roadway is
approximately 0.93 miles in length and extends from Trieste Drive to Milano Drive. The street is 40
feet wide curb to curb and accommodates one traffic lane in each direction. The street is fully
improved with curb, gutter, sidewalk and street lights on both sides of the street. With the exception
of yield control at Trieste Drive, traffic on Sierra Morena Avenue is uncontrolled at all other
intersections. The west leg of Chestnut Avenue at Sierra Morena Avenue is offset from the east leg of
Chestnut Avenue by approximately 290 feet and can be considered as two separate intersections.
The Carlsbad Residential Traffic Management Program (CRTMP) approved by City Council on May 8,
2001 governs the process used to approve and install traffic calming measures in the city. Staff has
been working with residents in the Sierra Morena Avenue neighborhood project area of influence
(PAOI) to develop a traffic calming plan based on the current CRTMP. Over the past year staff has
also been working on proposed changes to the CRTMP that would allow the use of cost effective
traffic calming measures such as residential stop signs, striping and speed tables (which are similar to
speed humps but feature a flat central section). At a City Council workshop held on January 19, 2010
staff presented the proposed changes to the CRTMP. The City Council did not approve the changes,
however, they directed staff to initiate a pilot project for Sierra Morena Avenue to assess the use of
these cost effective traffic calming measures. To implement the pilot project, staff recommends
installing the cost effective traffic calming measures shown in Exhibit 1 which include the residential
stop signs in this agenda bill.
A public neighborhood meeting was held on February 17, 2010 with the Sierra Morena Avenue PAOI
residents to review the pilot project. Representatives from the Carlsbad Police Department and Fire
Department were in attendance. The pilot project is comprised of the following features designed to
reduce vehicle speeds:
1. Residential stop control on Sierra Morena Avenue at Chestnut Avenue (north).
2. Residential stop control on Sierra Morena Avenue at Chestnut Avenue (south).
3. Residential stop control on Sierra Morena Avenue at Valewood Avenue.

4. A speed table installed on Sierra Morena Avenue approximately 1,100 feet south of Valewood
Avenue. (This table is approved by the Carlsbad Fire Department and Police Department).
5. Centerline striping on Sierra Morena Avenue from Milano Drive to approximately 1300 feet
north of Milano Drive.
6. Right edge line striping on both sides of Sierra Morena Avenue from Milano Drive to
approximately 1,300 feet north of Milano Drive.
The revised CRTMP process specifies a mail support survey to gauge neighborhood support, which is
essential for the success of any traffic calming project. The revised CRTMP proposes a minimum
support threshold of 50% return and 67% support for the proposal to go forward. After the meeting
with the Sierra Morena Avenue PAOI was conducted, a survey was mailed to the 153 addresses
comprising the PAOI for the Sierra Morena Avenue neighborhood. Staff received 87 returned
surveys, which comprises a 56.9% return. Of the returned surveys, 74 residents (85.1%) indicated
support for the pilot project. Based on these results, staff recommends implementation of the
proposed Sierra Morena Avenue Traffic Calming Pilot Project as described above.
ENVIRONMENTAL IMPACT:
The installation of features associated with the Sierra Morena Avenue Traffic Calming Pilot Project as
described above is a Class 1 categorical exemption (minor alteration of existing structure or facility)
and is, exempt from the environmental review process under the provisions of the California
Environmental Quality Act (CEQA), section 15301(c).
FISCAL IMPACT:
During the Fiscal Year 2008-09 Capital Improvement Program, Gas Tax funds were appropriated to
the Traffic Calming - Sierra Morena Avenue (Design) Project to design a traffic calming conceptual
plan for the Sierra Morena Avenue area. The design project was completed and Council directed staff
to proceed with a pilot project as an alternative to the project developed during design. Staff
recommends using the remaining funds from the Traffic Calming - Sierra Morena Avenue (Design)
Project to pay for the speed table portion of the pilot project. The pre-fabricated speed table is
estimated to cost $12,500 to purchase. There are sufficient funds remaining in the Traffic Calming -
Sierra Morena Avenue (Design) Project budget to pay for the speed table. The remainder of the work
associated with the Sierra Morena Avenue pilot project, including the aforementioned ALL-WAY
STOP control and striping, is estimated to cost $8,500. There are sufficient funds in the Street
Maintenance budget to pay for this work.

WHEREAS, the City of Carlsbad recognizes that there is a need to have reasonable

operating speeds on residential streets; and

WHEREAS, the City of Carlsbad supports the installation of cost effective traffic calming

measures to help reduce vehicle speeds; and
10 WHEREAS, on January 19, 2010 the City Council directed staff to proceed with a traffic
calming pilot project to reduce vehicle speeds on Sierra Morena Avenue; and
12 WHEREAS, the residents of Sierra Morena Avenue support the installation of a speed
table on Sierra Morena Avenue approximately 1,100 feet south of Valewood Avenue; and
WHEREAS, the residents of Sierra Morena Avenue support the installation of centerline
^ striping and striped right edge line on both sides of Sierra Morena Avenue from Milano Drive to
16 approximately 1,300 feet north of Milano Drive.
17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
