RECOMMENDED ACTION: Introduce Ordinance No. CS-083 to establish ALL-WAY STOP control on Donna Drive at Falcon Drive and at Gayle Way; on Basswood Avenue at Belle Lane; and on Gayle Way at Ann Drive. Adopt Resolution No. 2010-082 approving roadway striping on a portion of Donna Drive in conjunction with the Donna Drive Traffic Calming Pilot Project. ITEM EXPLANATION: The Carlsbad Residential Traffic Management Program (CRTMP) approved by City Council on May 8, 2001 governs the process used to approve and install traffic calming measures in the city. Staff has been working with residents in the Donna Drive neighborhood project area of influence (PAOI) to develop a traffic calming plan based on the current CRTMP. Over the past year staff has also been working on proposed changes to the CRTMP that would allow the use of cost effective traffic calming measures such as residential stop signs, lane striping, and speed tables (i.e., speed humps with a flat top roughly the length of a passenger car). At a City Council workshop held on January 19, 2010 staff reviewed the proposed changes to the CRTMP. The City Council directed staff to initiate a pilot project for the Donna Drive PAOI to assess the use of these cost effective traffic calming measures. To implement the pilot project, staff recommends installing the cost effective traffic calming measures shown in Exhibit 1, including the residential stop signs discussed in this agenda bill. A public meeting was held on February 18, 2010 with the Donna Drive PAOI residents to review the pilot project, including a mail-in survey to be used to measure support for this pilot project. Representatives from the Carlsbad Police Department and Fire Department also attended this meeting. Several meeting participants questioned the need for the proposed residential stop signs at the intersection of Donna Drive and Lee Court. They suggested that the existing concrete drainage cross-gutter in the street at that location acted as an efficient de-facto traffic calming measure. A consensus was reached to include the proposed residential stop signs at the Donna Drive/Lee Court intersection in the mail-in survey. Staff agreed to use the survey results to make a final recommendation for the Donna Drive/Lee Court all-way stop. The survey was mailed to the 132 addresses comprising the Donna Drive PAOI soliciting their approval of the proposed pilot project traffic calming measures. Staff received 83 returned surveys, which is a very good 63% return rate. This return rate meets the 50% threshold proposed in the revision to the CRTMP. A total of 48 of the 83 (58%) returned surveys supported the pilot project conceptual plan. However, the 58% approval rate does not meet the 67% approval rate threshold proposed in the CRTMP update. Survey results confirmed that residents living near the intersection of Donna Drive and Lee Court clearly opposed a plan that includes an all-way stop at this location. Specifically, 10 of the 14 surveys (71%) submitted by residents living near the intersection of Donna Drive and Lee Court opposed the pilot project or commented that the proposed residential stop sign at this intersection should be removed from consideration. Assessing the overall support for the traffic calming pilot project as evidenced by the survey results and factoring in the concentrated opposition of residents near the intersection of Donna Drive and Lee Court, staff recommends implementing the following cost effective traffic calming features: 1. Residential ALL-WAY STOP control on Donna Drive at Falcon Drive. 2. Residential ALL-WAY STOP control on Donna Drive at Gayle Way. 3. Residential ALL-WAY STOP control on Basswood Avenue at Belle Lane. 4. Residential ALL-WAY STOP control on Gayle Way at Ann Drive. 5. Stripe a centerline on Donna Drive between Basswood Avenue and Gayle Way to narrow the width of the travel lanes. 6. Stripe a right edge line on Donna Drive between Basswood Avenue and Gayle Way. The attached ordinance includes the four residential ALL-WAY STOP control intersections identified above. Additionally, the following four intersections are locations where stop signs were previously installed without a Council adopted ordinance and these locations are also included in the attached ordinance: • Donna Drive at Basswood Avenue • Donna Drive at Chestnut Avenue • Basswood Avenue at Monroe Street • Gayle Way at Monroe Street As the pilot project progresses, staff will monitor vehicle speeds in the PAOI after the referenced traffic calming measures are installed. If the pilot project goal of achieving a critical speed (i.e., the 85th percentile speed) below 30 miles per hour on Donna Drive is not achieved, staff will consider: 1) installing a speed table on Donna Drive between Basswood Avenue and Gayle Way, and 2) recommend to the City Council that a residential all-way stop be installed at the intersection of Donna Drive/Lee Court. However, either of these traffic calming measures will only be installed if the residents most directly impacted by the proposed speed table or residential stop sign support their installation. City Council will be informed in advance of staff initiating the installation of the speed table and the City Council must adopt an ordinance for the all-way stop at Donna Drive/Lee Court to be implemented. The Carlsbad Fie Department and Police Department have approved the future use of a speed table on Donna Drive. ENVIRONMENTAL IMPACT: The installation of features associated with the Donna Drive PAOI traffic calming pilot project as described above is a Class 1 categorical exemption (minor alteration of existing structure or facility) and is, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), section 15301(c). PageS FISCAL IMPACT: During the Fiscal Year 2008-09 Capital Improvement Program, Gas Tax funds were appropriated to the Traffic Calming - Donna Drive Design Project to retain a consultant to design a traffic calming conceptual plan for the Donna Drive PAOI. The design project was completed and Council directed staff to proceed with a pilot project as an alternative to the project developed during design. The recommended modified Donna Drive PAOI traffic calming pilot project, including the all-way stop controlled intersections and striping, is estimated to cost $12,500. There are sufficient funds in the Street Maintenance budget to pay for this work. After completing the recommended modified approach and monitoring its effectiveness in reducing speeds, staff will evaluate the need for a speed table. The pre-fabricated speed table is also estimated to cost $12,500. Staff recommends using the remaining funds from the Traffic Calming - Donna Drive Design Project to pay for the speed table should a speed table be deemed necessary. EXHIBITS: 1.
