ENG AUTHORIZATION TO PROGRAM ADDITIONAL FEDERAL FUNDS FOR THE COASTAL RAIL TRAIL PROJECT NO. 3455 DEPT. HEAD (J(] CITY ATTY. <^2* CITY MGR. U>-^* RECOMMENDED ACTION: Adopt Resolution No. 2010-103 programming additional Federal Funds for the Coastal Rail Trail, Project No. 3455. ITEM EXPLANATION: The Coastal Rail Trail is a multi-modal trail extending from the San Luis Ray River in Oceanside to the Santa Fe Depot in San Diego. The trail is located within the railroad right-of-way and on city streets. Staff is currently in the processes of designing Reach 1 of the Coastal Rail Trail, which is along Carlsbad Blvd and State Street from Carlsbad's northern city limits to Oak Avenue. Staff is also in the process of preparing an alternatives analysis report as requested by Caltrans for the portion of the trail from Cannon Road to Poinsettia Train Station (Reaches 4 & 5). After completing the report, staff, in collaboration with various consultants, will be developing the plans and specifications. San Diego Associated Governments (SANDAG) has indicated that funds are available for allocation from the Regional Surface Transportation Program (RSTP) and the TransNet Bicycle Fund after the City of Carlsbad programs the funds towards the project. Before Sandag directs the California Department of Transportation (Caltrans) to allocate additional funds to the City of Carlsbad, the City must program the funds to the Coastal Rail Trail Project, Project No. 3455 in the Capital Improvement Program. The programming requirement will be met in this instance via a City appropriation to the project. ENVIRONMENTAL IMPACT: On April 17, 2001, City Council adopted the Mitigated Negative Declaration for the project (EIA 00-06) as Resolution Number 2001-122. The Mitigated Negative Declaration was prepared in accordance with California Environmental Quality Act (CEQA) guidelines and it covers the project from the San Luis Rey River in Oceanside to the southern boundary of Del Mar. The City of San Diego chose to not be a part of the Mitigated Negative Declaration. As a result of the federal funding for the project, a National Environmental Protection Act (NEPA) federal environmental document is needed. Caltrans prepared and processed the Categorical Exclusion in conformance with NEPA guidelines. The Federal Highway Administration approved the Categorical Exclusion on August 1, 2001. Due to the shift in the alignment, the environmental impacts need to be reevaluated per CEQA and NEPA. Staff is in the process of working with Caltrans to prepare alternatives analysis that justifies an alignment on the west side of the railroad tracks. FISCAL IMPACT: City staff has requested $500,000 from SANDAG for Preliminary Engineering related to Reaches 1, 4, and 5. This amount is fully reimbursable via a combination of Federal funds and local match funds. A total of $442,650 (or 88.53%) would be allocated from the RSTP for the Federal portion and a total of $57,350 (or 11.47%) would be allocated from TransNet Bicycle funds for the local match. SANDAG has indicated that the funding for both the Federal and local match portions are available to the City once the City officially programs the $500,000 towards the project. The programming requirement is satisfied by appropriating the additional funds towards the project. EXHIBITS: 1. Coastal Rail Trail with all Reaches - Exhibit 1. 2. PROJECT NO. 3455 5 WHEREAS, the City Council of the City of Carlsbad, California, has determined it is 6 necessary and in the public interest to develop the multi-modal pathway located partially in 7 North County Transit District (NCTD) right-of-way; and 0 WHEREAS, funding in the amount of $500,000 for Preliminary Engineering has beeno requested from SANDAG; and WHEREAS; the funding will consist of $442,650 in Federal funds from the Regional 10 Surface Transportation Program and $57,350 in local match funds from the Bicycle TransNet 11 program; and 12 WHEREAS, SANDAG will direct Caltrans to allocate additional funds in the amount of 13 $500,000 towards the project after City Council of the City of Carlsbad has appropriated the funds 14 to the Coastal Rail Trail, Project No. 3455. 15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 16 California, as follows: 17 1.
