RECOMMENDED ACTION:
Adopt Resolution No. 2010-120 ; authorizing the City Clerk to advertise for bids for construction
of the Barn Restoration project at Leo Carrillo Ranch Park, City Project No. 45051.
ITEM EXPLANATION:
The Leo Carrillo Ranch Master Plan calls for retrofitting the original barn into a theater to
showcase Leo Carrillo's life, other period and interpretive films, as well as a venue for lectures.
In addition, the visitor's center will be relocated within the barn. The barn project has been split
into two phases, "stabilization" and "restoration".
In June of 2009, the Carrillo Ranch Barn "stabilization" project was completed using a
combination of City funds and a Federal grant. The "stabilization" for the barn included new
foundations, roofing, bracing, concrete flooring, and other improvements to strengthen and
prepare the barn for future "restoration" and adaptation to the theater and visitor's center.
Originally the completion for the "restoration" of the barn/theater was scheduled to be
concurrent with Phase III development of the park in Fiscal Year (FY) 2015-19. However, on
August 11, 2009, the Council voted to move the build out of the barn/theater restoration project
to the FY 2009-10 Capital Improvements Program (AB 19,925). In addition, the Council
appropriated $500,000 from the Public Facilities Fund (PFF) account to cover the estimated
costs to complete the full build out of the barn/theater.
In December 2009, an architectural consultant was hired to complete the plans and
specifications for the full restoration of the barn/theater. Plans and specifications for the project
have been completed and staff is seeking authorization from City Council to approve the plans
and specifications and to bid the project.
FISCAL IMPACT:
To date a total of $487,416 has been spent in General Capital Construction funds for the
recently completed barn "stabilization". This amount included $197,535 in a Save America's
Treasures Grant that the City received and which was used to reimburse the General Capital
Construction Fund.

Annual operating costs for the barn/theater are estimated at $13,000. These are for facility
maintenance costs only. No additional operating costs are required as Parks & Recreation
staff currently on site will operate the facility.
ENVIRONMENTAL IMPACT:
The Leo Carrillo Ranch Park Master Plan was originally approved by the Planning
Commission with a Mitigated Negative Declaration, on November 11, 1999 (Planning
Commission Resolution No. 4694). Planning staff has reviewed the proposed barn
stabilization project and the Planning Director has determined that the proposed project is
within the scope of the prior environmental documents and that no further environmental
documentation is required per CEQA Guideline Sections 15162.

6 WHEREAS, the City Council of the City of Carlsbad, California, has determined it
7 necessary, desirable, and in the public interest to complete the restoration of the existing
8 barn structure at Leo Carrillo Ranch Park; and
9 WHEREAS, funds are available in the Fiscal Year 2009-10 Capital Improvement

Program Budget for the restoration of the barn structure; and
11
WHEREAS, the plans and specifications for furnishing of all labor, materials,
12
tools, equipment, transportation, and other expenses necessary or incidental to the
construction for the complete restoration of the barn at Leo Carrillo Ranch Historic Park,
15 Project No. 45051, have been prepared and are on file in the Parks and Recreation
16 Department of the City of Carlsbad and are approved and incorporated herein by
17 reference.
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
19 Carlsbad, California, as follows:

1. That the above recitations are true and correct.

2. Funds are available in the Fiscal Year 2009-10 Capital Improvement Program

Budget for the estimated costs of the barn restoration construction at Leo Carrillo23
Ranch Historic Park.
25 3. That the plans, specifications and contract documents for the construction of
26 the restoration work at Leo Carrillo Ranch Historic Park, Project No. 45051 are

1 on file in the Parks and Recreation Department of the City of Carlsbad and are
2 hereby approved.
4. That the City Clerk of the City of Carlsbad is hereby authorized and directed
4 to publish, in accordance with State law, a Notice to Contractors Inviting Bids for
5
the construction of the Barn Restoration at Leo Carrillo Ranch Historic Park,
6
City Project No. 45051, in accordance with the plans, specifications, and contract
7
documents referred to herein.8
