U/ — RECOMMENDED ACTION: Adopt Resolution No. 2010-152 approving the purchase, under the Western States Contracting Alliance (WSCA) contract, of a Hewlett Packard Blade Server System for the Faraday data center. Maintenance and support are provided by Hewlett Packard, Inc. ITEM EXPLANATION: Consistent with the citywide Information Technology Strategic Roadmap, industry best practices and the City's commitment to 'Green' initiatives, the Information Technology (IT) Department is implementing technologies which provide for expanding services, while utilizing less energy and space. A key component of these technologies is a blade server system. A server computer, or more simply 'server', is a computer system that provides computing services to clients across a network. Servers are broadly used in information technology and many servers have dedicated functionality such as web servers, file and print servers and application servers. / A blade server is a server computer with a modular design optimized to minimize the use of physical space and energy. This modular design allows multiple servers to be housed in a single enclosure, consuming less space and power than an equivalent number of independent servers. Additionally, the IT department continues to leverage virtualization technology to further maximize the use of physical resources. Virtualization allows multiple servers to run on a single physical server. Without virtualization, many more physical servers would be required. In 2007, IT deployed a blade server system which currently hosts over fifty virtual servers. This additional blade server system will further facilitate the efforts to consolidate and virtualize servers as well as allow pilot projects to explore the use of virtualization technology for desktop computers. The blade server system is manufactured by Hewlett Packard and the City has previously purchased Hewlett Packard products pursuant to competitive WSCA contracting used by numerous public agencies. FISCAL IMPACT: The cost for hardware, software, maintenance and installation is $121,223. This funding is approved in the IT department capital equipment budget for fiscal year 2009-2010. California has elected to participate and makes this contract available to all State agencies and local government agencies. Numerous public agencies have made purchases via WSCA contracts. In accordance with CMC 3.28.100, 'The Purchasing Officer may buy directly from a vendor at a price established by another public agency when the other agency has made their purchase in a competitive manner". WSCA Contract # B27164-CA was made in a competitive manner. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guidelines section 15378, this contract does not constitute a "project" within the meaning of CEQA and therefore, does not require an environmental review. Scope: This Participating Addendum covers the purchase of all Computer Equipment, Software, Peripherals and Related Services for all California political subdivisions/local governments. A subdivision/local government is defined as any city, county, city and county, district, or other local governmental body or corporation, including the California State Universities (CSU) and University of California (UC) systems, K-12 schools and community colleges empowered to expend public funds. Each political subdivision/local government should make its own determination whether the WSCA program is consistent with its procurement policies and regulations.
