RECOMMENDED ACTION:
Adopt Resolution No. 2010-164 approving a professional services agreement with Michele
Tackett for consultant services related to the installation of a Human Capital Management System
(HCMS).
ITEM EXPLANATION:
On January 12, 2010, Council authorized staff to negotiate contracts with vendors for the purchase
and installation of Human Capital Management System (HCMS) software. The implementation of
HCMS software requires resources dedicated to the following major areas:
1. Design of future process of Human Resources functions, e.g., Payroll, Employee Personal
Data, Leave Management, Benefits, Compensation, Performance Management, Training &
Development, and HR Reports.
2. Design and configuration of the software system, including workflow for all the above-
mentioned functions.
3. Identification, design, and configuration of all related interfaces, (e.g., CalPERS, California
State Employee Development Department, and IRS).
4. Development and delivery of HCMS training city-wide.
Included in this implementation plan was the hiring of a consultant with specialized knowledge
regarding best practices in the design and implementation of an HCMS. Therefore, a request for
proposal for consultant services was issued. Ten responses were received and four consultants were
interviewed. Staff recommends entering into an agreement with Michele Tackett to provide consultant
services. Ms. Tackett has extensive experience in design, implementation and utilization of several
human resources software systems. Ms. Tackett has provided consultant services for similar
software system implementations.
FISCAL IMPACT:
The professional services agreement contains a not-to-exceed limit of $300,000 ($150,000 per year).
This cost represents labor. There are no costs associated with travel expenses. No new funding is
needed for this professional services agreement. It will be funded from the Human Resources
department budget.
