RECOMMENDED ACTION:
Adopt Resolution No. 2010-184 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the construction of 2010 Pavement Overlay Project No. 6001-10-
OL2.
ITEM EXPLANATION:
The 2010 Pavement Overlay Project is part of the City's ongoing Pavement Management Program.
This project will rehabilitate a portion of Alga Road, Melrose Drive, and El Fuerte Street by applying a
rubberized asphalt concrete layer over the existing pavement. Repairs will also be made on Alicante
Road at the intersection of Alga Road.
Staff recommends approving the project and authorizing the City Clerk to advertise for bids for the
construction of the 2010 Pavement Overlay Project No. 6001-10-OL2.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
FISCAL IMPACT:
The estimated construction cost for the 2010 Pavement Overlay Project is shown in the table below.

Sufficient funds are available to complete this project, as shown above. Remaining Pavement
Management Program funds will be used on future pavement rehabilitation projects.
This project will be advertised with prevailing wage requirements as it is paid with restricted funds
(TransNet-Local and Prop 42).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS, AND AUTHORIZING THE CITY CLERK TO
4 ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
2010 PAVEMENT OVERLAY PROJECT NO. 6001-10-OL2.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
6
necessary, desirable, and in the public interest to rehabilitate various roadways as part of the
7
City's ongoing Pavement Management Program; and
8
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
9
equipment, transportation, and other expenses necessary or incidental to the 2010 Pavement
10
Overlay Project No. 6001-10-OL2, have been prepared and are on file in the Transportation11
Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA)

WHEREAS, sufficient funds are available in the Pavement Management Program

account number 6001 in order to complete this project; and16
WHEREAS, prevailing wages will be paid for this project as it is being funded with
restricted funds.18
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,iy
2Q California, as follows:
21 1 . That the above recitations are true and correct.
22 2. That the plans, specifications, and contract documents for the 2010 Pavement
23 Overlay Project No. 6001-10-OL2, on file in the Transportation Department of the City of Carlsbad
24 are hereby approved.
25 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
2g publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of
27 the 2010 Pavement Overlay Project No. 6001-10-OL2, in accordance with the plans,
28 specifications, and contract documents referred to herein.
