RECOMMENDED ACTION:
Adopt Resolution No. 2010-185 approving plans and specifications and authorization to
advertise to receive bids for Miscellaneous Sewer Rehabilitation, Northwest Quadrant, Project
No. 5503.
ITEM EXPLANATION:
The Utility Department conducts ongoing inspection and cleaning of the City's sewer collection
system. Inspection through Closed Circuit Television (CCTV) has identified defects at five locations in
the City's Northwest Quadrant which require similar methods of repair. The defects at these locations
include cracked and broken pipe sections, root intrusion, and ground water infiltration. In consideration
of the type and magnitude of defects along with the location and selected methods of rehabilitation,
the work will be completed under one construction contract. The project includes cleaning and root
removal in the pipelines, followed with the pipeline rehabilitation by installation of cured-in-place pipe
(CIPP) liners and point repairs. Following the installation of the CIPP liner, the existing lateral
connections will be reinstated, robotically, by cutting out the liner at the lateral connection, then
inserting a sealing system between the new pipe lining and the lateral.
The locations of the pipe rehabilitations are shown on Exhibit 1. The Hemlock Avenue sewer, which
has multiple broken and cracked pipe sections, includes the cleaning and removal of roots and the
installation of approximately 620 lineal feet (LF) of CIPP liner in the existing 6-inch diameter vitrified
clay pipe (VCP). The Redwood Avenue sewer, which also has multiple broken and cracked pipe
sections, includes cleaning and removal of roots and the installation of approximately 580 LF of CIPP
liner in the existing 6-inch diameter VCP. The Pio Pico Drive sewer has significant root intrusion,
which is causing flow blockage. The roots will be removed and approximately 400 LF of CIPP liner will
be installed in the 8-inch diameter VCP to prevent future root intrusion. The Magnolia Avenue sewer,
which includes approximately 275 LF of 8-inch diameter VCP with broken sections, will be repaired
with the installation of a CIPP liner. The Avenue of the Trees sewer has significant root intrusion
causing flow restriction. The roots will be removed and approximately 230 LF of CIPP liner will be
installed in the 8-inch diameter VCP to prevent future root intrusion.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving
negligible or no expansion.

The Miscellaneous Sewer Line Refurbishment/Replacement Project, CIP No. 5503, was established
to address the need for repairs and/or replacements of smaller City sewer pipeline defects. Sufficient
funds are available for the construction of the Miscellaneous Sewer Rehabilitation, Northwest
Quadrant Project. The remaining funds in CIP No. 5503, will provide for similar future sewer pipeline
rehabilitation and replacement. The project is funded from the Sewer Replacement Fund.

5 WHEREAS, inspection of the sewer system has identified five locations in the City's Northwest
Quadrant where the condition of the pipelines have been found to have multiple defects and in need of
7 repair; and
WHEREAS, the condition of said pipelines is such that they may be rehabilitated by lining the8
existing pipeline with cured-in-place pipe (CIPP); and

WHEREAS, the City Council of the City of Carlsbad, California, desires to rehabilitate sewer by
10
said means; and

WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment,
12 transportation, and other expenses necessary or incidental to the Miscellaneous Sewer Rehabilitation,
13 Northwest Quadrant, Project No. 5503, have been prepared and are on file in the Public Works-
14 Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
15 WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per State
CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services
involving negligible or no expansion; and
18 WHEREAS, funds in the Sewer Replacement Fund are sufficient for the project.
19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
20 California, as follows:
21 1. That the above recitations are true and correct.
22 2. That the plans, specifications, and contract documents for the Miscellaneous Sewer
23 Rehabilitation Northwest Quadrant, Project No. 5503, are on file in the Public Works-Engineering
Department of the City of Carlsbad and are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with state law, a Notice to Contractors Inviting Bids for the construction of Miscellaneous

specifications, and contract documents referred to herein.
