RECOMMENDED ACTION:
Introduce Ordinance No. cs-°97
upon Poinsettia Lane from El Camino Real to Melrose Drive.
ITEM EXPLANATION:
Poinsettia Lane is classified as a major arterial in the Circulation Element of the General Plan. The
road is constructed with two traffic lanes in each direction separated by a landscaped, raised median.
The portion of the road from El Camino Real to Alicante Road opened in 2005. The segment of
Poinsettia Lane from El Camino Real to Melrose Drive is 2.13 miles in length. Critical speeds (85th
percentile speeds) were found to be near or above 50 miles per hour. The critical speed is the speed
at which 85% of the drivers are traveling at or below.
The subject segment of Poinsettia Lane is constructed with street lights, concrete curb and gutter, and
sidewalk on both sides of the roadway. Bicycle lanes have been striped in both directions on the road.
Two-way traffic volumes vary from about 5,851 vehicles per day easterly of El Fuerte Street to about
8,273 vehicles per day westerly of Alicante Road. This is much lower than the design capacity of a
major arterial which is designed to accommodate approximately 20,000 to 40,000 vehicles per day.
Traffic control along Poinsettia Lane is provided by traffic signals at El Camino Real, Estrella de Mar
Road, Alicante Road, Quartz Way, Mica Road, El Fuerte Street, Paseo Escuela and Melrose Drive.
There are two elementary schools on the subject segment of Poinsettia Lane. A fence separates both
school grounds from traffic lanes. Poinsettia Elementary School is located on the northerly side of
Poinsettia Lane between Quartz Way and Mica Road. Carillo Elementary School is located on the
southwest corner of Poinsettia Lane and Melrose Drive. The school zone speed limit of 25 miles per
hour when children are present has been established with appropriate signage, which includes
flashing beacons.
At their meeting on June 7, 2010, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Poinsettia Lane. The
Commission recommended by a 4-0 vote that a 50 mile per hour prima facie speed limit be
established upon Poinsettia Lane from El Camino Real to its intersection with Melrose Drive.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.
FISCAL IMPACT:
Installing 12 speed limit signs upon Poinsettia Lane will cost about $1,800. Sufficient funds are
available in the Streets Division budget.

6 The City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended
g by the revision of Section 10.44.360 to read as follows:
'10.44.360 Poinsettia Lane:9
10 a. Upon Poinsettia Lane from Carlsbad Boulevard to its
intersection with Paseo del Norte the prima facie speed limit shall be
thirty-five miles per hour.
j b. Upon Poinsettia Lane from Paseo del Norte to its intersection
with Cassia Road the prima facie speed limit shall be fifty miles per
13 hour."
c. Upon Poinsettia Lane from El Camino Real to its intersection
with Melrose Drive the prima facie speed limit shall be fifty miles per
15 hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
17 the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
