ACCEPTANCE OF EAGLE SCOUT
IN-KIND DONATIONS TO CARLSBAD
ADOPT-A-TRAIL PROGRAM

RECOMMENDED ACTION:
Adopt Resolution No. 2010-208 accepting Eagle Scout in-kind donations for materials and
construction in the amount of six hundred and seventy four dollars ($674) from Alex Stepka, and a one
thousand, sixty five dollar ($1,065) donation from Jace Mullen, in support of the Citywide Trails Adopt-a-
Trail Program and recommend acceptance by the City Council.
ITEM EXPLANATION:
Eagle Scout candidates often approach Parks and Recreation staff requesting projects for their
community service badge as part of the requirements for obtaining the rank of Eagle Scout. As new
trails open, construction and donations of informational kiosks are an amenity that Eagle Scouts often
provide for the city's trails.
The Carlsbad Oaks North and Forum Business Parks trails, located at the far northeast corner of
Carlsbad, were constructed and completed by volunteers in 2008 and include approximately 1 mile of
trails. The two kiosks built and installed by Alex Stepka, Scout Troop 777 and Jace Mullen, Scout Troop
784, will serve east and west trailheads of this trail system. Exhibit 2 shows the trail and kiosk locations.
The Parks & Recreation Commission received a report regarding these Eagle Scout projects and
accepted the donations at its regular meeting of June 21, 2010. Letters of appreciation have also been
sent on behalf of the Parks and Recreation Department and the City of Carlsbad to the Eagle Scouts.
FISCAL IMPACT:
The cost savings associated with the donated kiosks offsets an actual cost to the Trails Budget of
$1,739. The ongoing maintenance costs for the kiosks can be accomplished within the current Trails
Maintenance Operating Budget without additional funding.
ENVIRONMENTAL IMPACT:
Accepting this donation does not qualify as a "project" under the California Environmental Quality Act
(CEQA) per State CEQA Guidelines Section 15378 as it does not result in a direct or reasonable
foreseeable indirect physical change in the environment.

CARLSBAD, CALIFORNIA, ACCEPTING DONATIONS FOR
3 TRAIL KIOSKS TO THE CARLSBAD ADOPT -A- TRAIL
4 PROGRAM.

6 WHEREAS, the City of Carlsbad Parks and Recreation Department administers
7 an Adopt-a-Trail Program; and
8 WHEREAS, Mr. Alex Stepka, , and Mr. Jace Mullen, each donated $674, and
9
$1,065 respectively in "in-kind" services and products , to the City of Carlsbad for the
10 purpose of building and installing trail kiosks for their Eagle Scout projects in support of
11
the City's trail system; and
12
WHEREAS, the City Council wishes to accept these "in kind" donations, totaling
14 $1-739-
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
16 Carlsbad, California, as follows:
17 1. That the above recitations are true and correct.

2. That the City Council accepts the donations for materials and services for
19 trail kiosks from Mr. Alex Stepka, and Mr. Jace Mullen, totaling $1,739 on behalf of all
20
citizens of Carlsbad.
