RECOMMENDED ACTION:
Adopt Resolution No. 2010-210 authorizing the purchase of a replacement Type I Structure
Fire Engine from Seagrave, LLC.
ITEM EXPLANATION:
In FY 2009-10, funds were appropriated to purchase a replacement Type I Structure fire engine as the
1996 Seagrave currently in the fleet is concluding its useful life. Fleet Operations staff was able to
extend the useful life of the engine and as such, deferred replacement until this fiscal year. These
funds will be carried over to the Fiscal Year 2010-2011 budget. This unit meets the criteria for
replacement contained in the Fleet Management Program, Administrative Order #3. By the time the
replacement apparatus is received and placed into service, the 1996 Seagrave will have been in
service for nearly 15 years, and will have accumulated well over 110,000 miles.
The City currently owns seven Seagrave fire engines which provide excellent service to the Fire
Department and citizens of Carlsbad. Purchase of replacement Seagrave engines will continue to
provide quality apparatus with the additional advantage of matching and being compatible with the
City's other engines, increasing familiarity and efficiency for both operators and City maintenance
staff. This increased familiarity reduces the need for training on new equipment and ultimately
ensures consistency in operation. Additionally having all Type I engines from the same manufacturer
allows for some consistency in stocking maintenance parts for the engines. The City last purchased
fire engines from Seagrave in April, 2005.
Section 3.28.110 A.3 of Carlsbad Municipal Code provides for the awarding authority to waive
competitive purchasing requirements when purchasing items compatible with equipment previously
purchased by the City. As noted above, the City currently has 7 Seagrave engines in service.
Seagrave Fire Apparatus, LLC has provided a quote on a Type I Structure fire engine based on a
similar quote provided to the Portland, Maine Fire Department. The Carlsbad Fire Department staff
consulted with Seagrave Fire Apparatus, LLC to make some minor configuration changes to the
apparatus to better meet local needs. The total price of the apparatus as manufactured for Carlsbad is
$617,123, including all taxes.
In North County, neighboring agencies have purchased apparatus in the past few years. Vista
purchased two Pierce Engines in 2008 for $496,650 each, tax included. Additionally, Oceanside
purchased a 2009 Pierce Engine for $563,743. Prices for these engines are comparable to the
Seagrave Engine the City wishes to purchase, when manufacturer cost increases (estimated to be 7-
10% per year) are factored in.

Staff is requesting that Council find this purchase meets the criteria for exemption as noted in
3.28.110 (A) (3) of the Carlsbad Municipal Code and authorize the purchase of the engine.
ENVIRONMENTAL IMPACT:
The proposed purchase of a fire engine does not qualify as a "project" under the California
Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378 as it does not result in
a direct or reasonable foreseeable indirect physical change in the environment.
FISCAL IMPACT:
Appropriations of $420,000 were included in the Fiscal Year 2009-2010 vehicle replacement budget
for the purchase of this replacement engine. Staff extended the useful life of the existing Seagrave
fire engine so these funds were not spent during Fiscal Year 2009-2010. The funds will be carried
forward to the Fiscal Year 2010-2011 budget to help purchase the replacement Seagrave fire engine.
Actual costs will be $197,123 higher than budgeted due to changes in engine emissions requirements
and National Fire Protection Association Standards changes. As such, an additional appropriation of
$197,123 will be required to purchase the Seagrave fire engine. Due in part to other fleet
replacements coming in under budget, there are currently sufficient funds available in the Vehicle
Replacement Fund for the additional appropriation. Once the new engine has been purchased the
existing engine will be decommissioned and sold at auction. Proceeds from the auction will be put
into the Vehicle Replacement Fund.

WHEREAS, The City of Carlsbad wishes to replace a fire engine which has exceeded its

useful life, and;

WHEREAS, Section 3.128.110(A)(3) of the Carlsbad Municipal Code provides that the
8
City may waive competitive bidding in instances where items are purchased to be compatible
9
with other equipment previously purchased by the City, and;
10
WHEREAS, the Fiscal Year 2009-2010 appropriation of $420,000 for purchase of a
Type I Structure Fire Engine has been carried over into fiscal Year 2010-201 1 , and;
WHEREAS, Seagrave, LLC has offered to sell the City of Carlsbad one Seagrave fire

engine for a total of $617,123.14
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,15
California, as follows:16
*j 1 . That the above recitations are true and correct.
18 2. The Council finds that the purchase of a Type I structure fire engine from
19 Seagrave, LLC is required in order to be compatible with existing City equipment,
20 and therefore the competitive bidding requirements of Section 3.28.050 are
21 hereby waived for this purchase under Section 3.28.1 10(A)(3).
22 3. The Finance Director is hereby authorized to appropriate $197,123 for the
23 purchase of one fire engine from the Vehicle Replacement Fund.
24 4. The Purchasing Office is hereby authorized and directed to issue a purchase
25 order to Seagrave, LLC in the amount of $61 7, 1 23.

Below is a brief e-mail from Ed (Fleet Supervisor) re: refurbishing aging fire engines.
Based on the information provided by the vendors, it does not appear that the cost is worth the benefit.
If you want us to do some more digging in this area, we should talk with some agencies that have gone through the
process to get their take on it and work up a comprehensive analysis of the projected expense and added life of a
refurbished vehicle.
Per other question-
The hour meter for the fire engine is approximately 7100 hours.
We use a 35 mile per hour proxy to figure wear and tear which would translate into approximately 250,000 miles of use.

Good afternoon Joe,
I was able to speak with two vendors that have the experience and ability to re-chassis a Fire engine. The vendors were
local to southern California, Valley Detroit Diesel (Ed Mundy) and Seagrave West (Tom Gonzales), both gave answers of
yes it can be done.
• Each fire truck is a custom assembly from the ground up.
• Manufactures will refit the vehicle to current safety standards, lighting, engine, transmission and pump.
• All safety devices are replaced, seatbelts, seats and mounts, electronic controls (ABS, Engine & transmission
computers).
• Typical life span of a refurbished or re-chassis vehicle is about 5yrs.
• To repower a vehicle will require matching electrical controls to the new drive train and often meets with
incompatible instruments and configurations.
• The cost to re-chassis a vehicle ranges from $275,000 - $400,000 depending on parts availability and how
specific the rebuild instructions.
• Time line for a re-chassis or refurbish can range from four to ten months.
