RECOMMENDED ACTION:
Introduce Ordinance No.CS-103 to establish a 50 mile per hour prima facie speed limit
upon Faraday Avenue from Orion Street to the east city limits.
ITEM EXPLANATION:
Faraday Avenue is classified as a secondary arterial in the Circulation Element of the General Plan.
The road is constructed with two traffic lanes in each direction separated by a painted median. The
subject segment of Faraday Avenue from Orion Street to the east city limits is 2.13 miles in length and
was opened to traffic in October 2007 and is currently posted at 45 miles per hour based on the
Engineering and Traffic Survey dated July 22, 2008. Critical speeds (85th percentile speeds) were
found to be near or above 50 miles per hour. The critical speed is the speed at which 85% of the
drivers are traveling at or below.
The subject segment of Faraday Avenue is constructed with street lights, concrete curb and gutter,
and sidewalk on both sides of the roadway. This portion of Faraday Avenue has a curb-to-curb width
of 64 feet. Bicycle lanes have been striped in both directions on the road. Two-way traffic volumes
were measured to be 13,412 vehicles per day easterly of El Fuerte Street and 12,856 vehicles per
day westerly of Whiptail Loop East. These volumes are within the design capacity of a secondary
arterial which is designed to accommodate approximately 10,000 to 20,000 vehicles per day.
Traffic control along Faraday Avenue is provided by traffic signals at Orion Street, El Fuerte Street,
Whiptail Loop West and Whiptail Loop East.
The posted prima facie speed limit on Faraday Avenue west of Orion Street is currently 40 miles per
hour. This 40 mile per hour speed zone continues westerly to its terminus at Cannon Road.
At their meeting on June 7, 2010, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to revise the prima facie speed limit upon the subject segment of
Faraday Avenue. The Commission recommended by a 4-0 vote that a 50 mile per hour prima facie
speed limit be established upon Faraday Avenue from Orion Street to the east city limits.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.
FISCAL IMPACT:
Installing eight speed limit signs upon Faraday Avenue will cost about $1,200. Sufficient funds are
available in the Streets Division budget.

OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION OF
4 SECTION 10.44.320 TO ESTABLISH A PRIMA FACIE 50 MILE PER
HOUR SPEED LIMIT UPON FARADAY AVENUE FROM ORION
5 STREET TO THE EAST CITY LIMIT.
6 The City Council of the City of Carlsbad, California, hereby ordains as follows:
7 SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended
g by the revision of Section 10.44.320 to read as follows:
9 "10.44.320 Faraday Avenue:
a. Upon Faraday Avenue from College Boulevard to its
intersection with Orion Street, the prima facie speed limit shall be
11 forty miles per hour.
b. Upon Faraday Avenue from College Boulevard to Cannon
Road, the prima facie speed limit shall be forty miles per hour.
c. Upon Faraday Avenue from Orion Street to the east city limit,
the prima facie speed limit shall be fifty miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
