DIRECTOR i*"y CITY ATTORNEY 7(< CITY MANAGER , ,y^- RECOMMENDED ACTION: Introduce Ordinance No. CS-104 amending section 10.40.076 of the Carlsbad Municipal Code (CMC) to restrict parking to current users of the Monroe Street Pool between the hours of 5 am and 11 pm in the Monroe Street Pool parking lot. Introduce Ordinance No. cs-105 amending section 1.08.020(a) of the CMC to authorize the City Manager to deputize properly trained employees to issue parking citations for violations of the Monroe Street Pool parking lot restrictions. ITEM EXPLANATION: The City of Carlsbad Monroe Street Pool is surrounded by Carlsbad High School. The high school is currently undergoing a major renovation which will result in the pool being located between the new athletic stadium and the center of the campus. Until the renovation is complete, parking on school property is extremely limited. Since the new stadium has been in use, a significant number of the pool's parking spaces have been taken by non-pool users during athletic events. Once the new classroom buildings are completed, localized demand for parking will increase. The current 90 minute parking restriction is not adequate for protecting the pool's parking spaces for pool users due to student and athletic schedules being extremely variable. Due to aquatic staffs typical duties it is not effective to mark cars on a continuous basis and return 90 minutes later in order to cite violators per the current municipal code. If the request is approved, appropriate signage will be installed and all vehicles in the lot will need to register in the pool office. Drivers of parked vehicles will record their name, vehicle license number, and time in on a "sign-in sheet". Those vehicles not registered to someone using the pool facility will be subject to citation per the Municipal Code. Alternatives, such as a sticker or "pass" to place in or on the windshield of a vehicle have been considered, but would require much more staff and patron time and would be burdensome and costly to administer. The change to CMC 1.08.020 is needed to authorize the City Manager to deputize trained aquatic staff as required by law to write parking citations in the pool parking lot. CS-104 & CS-105 Page 2 FISCAL IMPACT: The following fiscal impacts are expected: Expenses to cover the cost of revised signs are anticipated at under $2,200. Cost for Aquatic Supervisor Hildebrand to participate in Peace Officer Standards and Training as required by CMC 1.08.020(b) will total approximately $100. Aquatics Manager, Carl Pope, has previously received this training. Sufficient funds are available in the Parks and Recreation Administration budget to cover the charges. If no change is made to the current parking restrictions at the Monroe Street Pool it is anticipated that there will be a significant decrease in participation and revenue generated from aquatic programs. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines, this action does not constitute a "Project" within the meaning of CEQA and therefore, does not require an environmental review.
