RECOMMENDED ACTION:
Adopt Resolution No._2010-215 _, appointing Mark Stiebeling, representing the
Park Hyatt Aviara Resort, to the Carlsbad Tourism Business Improvement District Board
(CTBID).
ITEM EXPLANATION:
In June 2010, management of the Aviara Resort changed from Four Seasons Hotels and
Resorts to Hyatt Hotels and Resorts. Mr. Robert Cima as General Manager of the Aviara
Resort, represented the Four Seasons Aviara on the CTBID and was appointed by City
Council Resolution 2005-332. Resolution 2005-332, states that members representing the
largest hotel businesses within the City are to be appointed without term limits. The Park
Hyatt Aviara Resort is one of the largest hotels in the City of Carlsbad.
It is requested that Mark Stiebeling, the General Manager of the Park Hyatt Aviara Resort,
be appointed to the Carlsbad Tourism Business Improvement District Board.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines Section 15378,
this action does not constitute a "project" within the meaning of CEQA and therefore, does
not require an environmental review.
NOTE: Members of the Carlsbad Tourism Business Improvement District Board are
subject to the provisions of the Political Reform Act, and must file a Statement
of Economic Interests.

businesses within the City on a permanent basis ; and

WHEREAS, the Aviara Resort is one of the largest hotel businesses within they

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
THE CARLSBAD TOURISM BUSINESS IMPROVEMENT
DISTRICT BOARD(CTBID)
City; and,
WHEREAS, management of the Aviara Resort changed in June 2010 from Four
Seasons Hotels and Resorts to Hyatt Hotels and Resorts and became the Park Hyatt
Aviara Resort; and
WHEREAS, Mark Stiebeling, as General Manager, represents the Park Hyatt

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:18
19 1. That the above recitations are true and correct.
2. That Mark Stiebeling, General Manager of Park Hyatt Aviara Resort is
appointed to the Carlsbad Tourism Business Improvement District for a term
22 without limits.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 24th day of August, 2010, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Hall, Packard and Blackburn.
NOES: None.
