RECOMMENDED ACTION:
Adopt Resolution No. 2010-217 accepting a donation in the amount of $1,000 from the
Pacific Library Partnership, directing a letter of thanks, and authorizing the Finance Director to
appropriate the received funds to the Library's budget.
ITEM EXPLANATION:
The Carlsbad City Library Literacy Program was selected to participate in the 2010 Learner
Persistence Project led by the California State Library Literacy Services team. The purpose of
this 6-month program was to increase knowledge and improve awareness of the challenges
adult learners face in committing to long-term literacy instruction. Components of the project
included the formation and training of a regional task force, the selection of 12-15 program
teams, research review, discussion, and assessment to develop and implement persistence
strategies at local programs.
The Carlsbad Library Literacy program has received a $1,000 donation from the Pacific Library
Partnership to be used toward literacy activities. Staff proposes to use these funds to support
Learner Persistence training for staff. This training is the first step toward implementing local
program strategies that were identified through participation in the Learner Persistence Project.
FISCAL IMPACT:
The donation from the Pacific Library Partnership will support the proposed learner persistence
training, which was not included in the FY 2010-11 Library operating budget.
ENVIRONMENTAL IMPACT:
Accepting and appropriating this donation does not qualify as a "project" under the California
Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378 as it does not
result in a direct or reasonable foreseeable indirect physical change in the environment.

14 Carlsbad, California, as follows:

Library Partnership on behalf of all citizens of Carlsbad, and authorizes18
19 the Finance Director to appropriate the received funds to the Library
20 budget.
