ITEM EXPLANATION:
CS-107 to require stops on Yosemite Street at its intersection
Yosemite Street and Valewood Avenue are located in the northeast portion of the city (see Exhibit 1).
Both are unclassified on the Circulation Element of the General Plan but function as local streets
based on street width and adjacent land uses. Both streets serve residential neighborhoods
comprised mostly of single family homes.
A resident requested staff to investigate the need to install a stop sign on Yosemite Street at its
intersection with Valewood Avenue. Stop sign requests received by staff are analyzed based on
standards and guidelines established in the California Manual on Uniform Traffic Control Devices
(MUTCD) and the Caltrans Highway Design Manual. One factor when considering the installation of a
stop sign is the concept of safe approach speed. A stop sign should be considered when the safe
approach speed of the minor leg of an intersection is less than 10 mph.
Assuming approach speeds of 25 mph on Valewood Avenue, which is the design speed of a
residential street and 10 mph on Yosemite Street, a minimum sight distance of 150 is required for
drivers on Yosemite Street looking in either direction. Staff measured sight distance from Yosemite
Street looking to the east and west and found it to be less than the minimum distance required. Since
the 10 mph safe approach speed requirement is not met, a stop sign should be considered for
installation on Yosemite Street at Valewood Avenue.
The Traffic Safety Commission reviewed this matter at its meeting on August 2, 2010. By a 4-0 vote,
the Commission recommended that a stop sign be installed on Yosemite Street at its intersection with
Valewood Avenue.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.

FISCAL IMPACT:
The installation of one stop sign, limit line, and a stop legend on Yosemite Street at Valewood Avenue
will cost about $1,000. Sufficient funds are available in the Streets Division budget.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
7 by the addition of Section 10.28.967 to read as follows:
"10.28.967 Yosemite Street. Drivers shall stop where the following
described street intersects Yosemite Street:

10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
STOPS ON YOSEMITE STREET AT ITS INTERSECTION WITH
VALEWOOD AVENUE.
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption; and
the City Clerk shall certify the adoption of this ordinance and cause it to be published at least once in
a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
