IRAN INTRODUCE ORDINANCE TO INCREASE THE PRIMA FACIE SPEED LIMITS UPON BATIQUITOS DRIVE FROM POINSETTIA LANE TO AVIARA PARKWAY DEPT. DIRECTOR ( CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Introduce Ordinance No.CS-108 _ increasing the existing 40 mile per hour prima facie speed limit upon Batiquitos Drive from Poinsettia Lane to Golden Star Lane to 45 miles per hour and increasing the existing 35 mile per hour prima facie speed limit upon Batiquitos Drive from Golden Star Lane to Aviara Parkway to 40 miles per hour. ITEM EXPLANATION: The guidelines found in the California Manual on Uniform Traffic Control Devices (MUTCD) and California Vehicle Code require local agencies to re-evaluate speed limits once every 5, 7 or 10 years. In Carlsbad, the common practice has been to re-evaluate speed limits every 7 years or when a roadway has undergone a significant change in characteristics. The segment of Batiquitos Drive from Poinsettia Lane to Golden Star Lane is currently posted at 40 miles per hour based on the Engineering and Traffic Survey dated August 19, 2002. The segment of Batiquitos Drive from Golden Star Lane to Aviara Parkway is currently posted at 35 miles per hour based on the Engineering and Traffic Survey dated May 4, 2006. Based on the California MUTCD requirements, a new Engineering and Traffic Surveys were initiated by staff. Batiquitos Drive is unclassified in the Circulation Element of the General Plan and functions as a collector street. This portion of Batiquitos Drive is constructed with street lights, concrete curb and gutter, sidewalk and bicycle lanes on both sides of the roadway and a single travel lane in each direction. Two-way traffic volumes were measured to be between 2,943 and 6,709 vehicles per day. These volumes are within the design limits of a collector street which is designed to accommodate 2,000 to 10,000 vehicles per day. The segment of Batiquitos Drive between Poinsettia Lane and Golden Star Lane is 1.34 miles in length with a curb to curb width between 48 and 64 feet. The segment of Batiquitos Drive between Golden Star Lane and Aviara Parkway is 1.06 miles in length with a curb to curb width of 48 feet. As part of the new Engineering and Traffic Surveys conducted by staff, critical speeds (85th percentile speeds) were measured on both segments of Batiquitos Drive. The critical speed on the segment between Poinsettia Lane and Golden Star Lane was found to be 47 miles per hour. The critical speed on the segment between Golden Star Lane and Aviara Parkway was found to be 39 miles per hour. The critical speed is the speed at which 85% of the drivers are traveling at or below. Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Commission recommended that the existing 40 mph prima facie speed limit on Batiquitos Drive from Poinsettia Lane to Golden Star Lane be increased to 45 mile per hour and that the existing 35 mph prima facie speed limit on Batiquitos Drive from Poinsettia Lane to Golden Star Lane be increased to 40 mile per hour. The current versions of the Engineering and Traffic Surveys are on file in the Traffic Engineering Division. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving negligible or no expansion. FISCAL IMPACT: Installing eight speed limit signs upon this portion of Batiquitos Drive will cost about $1200. Sufficient funds are available in the Streets Division budget. EXHIBITS: 1. Upon Batitquitos Drive from Aviara Parkway to its intersection with Golden Star Lane, the prima facie speed limit shall be j 2 forty miles per hour. b. Upon Batiquitos Drive from Kestrel Drive to its intersection 13 with Golden Star Lane, the prima facie speed limit shall be forty-five miles per hour. 14 c. Upon Batiquitos Drive from Poinsettia Lane to its intersection with Kestrel Drive, the prima facie speed limit shall be forty- 15 five miles per hour. d.
