ACCEPTANCE OF GRANT BY THE CITY
OF CARLSBAD POLICE DEPARTMENT
AND APPROPRIATION OF FUNDS FOR
THE PURCHASE OF LIFE SAVING
EQUIPMENT

RECOMMENDED ACTION:
Adopt Resolution No. 2010-224 accepting a grant of $2,478 from the San Diego Law
Enforcement Foundation to the City of Carlsbad Police Department and appropriating the
funds to purchase life saving equipment.
ITEM EXPLANATION:
The San Diego Law Enforcement Foundation offers grants to law enforcement agencies
in San Diego County on an annual basis. The theme for this year's grants is "Life Saving
Equipment." Carlsbad Police Department applied for and received a grant to purchase a
defibrillator for the mobile command vehicle and fifty units of personal protection spray. A
defibrillator in the mobile command vehicle will increase the level of emergency medical
service Carlsbad staff are able to provide at events where the command vehicle is
present, including street fairs and major athletic events. Personal protection spray is used
by officers who come in contact with pathogens such as MRSA, hepatitis, and
staphylococcus. The spray kills 99.9% of these pathogens on contact, protecting officers
from infectious disease.
The Carlsbad Police Department received a grant in the amount of $2,478 from the San
Diego Law Enforcement Foundation. The funds will be utilized to purchase the life saving
equipment described.
FISCAL IMPACT:
The total cost of a defibrillator for the mobile command vehicle and fifty units of personal
protection spray is $2,478. This expenditure is fully reimbursable by the San Diego Law
Enforcement Foundation Grant.

Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this
does not constitute and "project" within the meaning of CEQA and therefore does not require an
environmental review.

WHEREAS, the San Diego Law Enforcement Foundation offered a grant of

$2,478 to the Carlsbad Police Department to purchase life saving equipment; and8
WHEREAS, it is the desire of Carlsbad Police Department to use that funding to
10 purchase a defibrillator for the mobile command vehicle and fifty units of personal
11 protection spray, which is used by officers who come in contact with pathogens such as
12 MRSA, hepatitis, and staphylococcus; and
13 WHEREAS, the City Council wishes to accept the grant of $2,478 from the San
Diego Law Enforcement Foundation, and:
WHEREAS, the City Council wishes to acknowledge the generosity and support

of the San Diego Law Enforcement Foundation, and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:
20 1 • That the above recitations are true and correct.
21 2. That the City Council accepts the grant of $2,478 from the San Diego Law
22 Enforcement Foundation to purchase life saving equipment for the Police
23 Department.

3. That the Finance Director is authorized to appropriate $2,478 to the Police
25
Department for said purchases.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 28th day of September, 2010, by the following vote to wit:
