POLICE AUTHORIZATION TO APPLY FOR OFFICE OF TRAFFIC SAFETY SEA TBELT ENFORCEMENT MINI GRANT DEPT. CITY ATTY CITY MGR. RECOMMENDED ACTION: City Council adopt Resolution No. 2010-226 authorizing the City Manager or designee to execute, in the name of the City of Carlsbad, all necessary forms for the purpose of applying for grant funding from the California Office of Traffic Safety to conduct two seatbelt enforcement campaigns. ITEM EXPLANATION: The California Office of Traffic Safety is accepting applications for their Next Generation - Click It or Ticket mini-grant for local law enforcement agencies. The goal of this competitive grant is to increase seat belt use to reduce injuries in collisions statewide. The mini-grant is available for overtime costs associated with conducted seatbelt enforcement campaigns during the two mobilization time periods: November 2010 and June 2011. FISCAL IMPACT: If approved, the City will apply for all allowable overtime costs associated with conducting two seatbelt enforcement campaigns. If the grant is awarded to the City, all allowable overtime costs are fully reimbursable. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this does not constitute a "project" within the meaning of CEQA and therefore does not require an environmental review.
