PARKS & REC ACCEPTANCE AND APPROPRIATION OF CASH AND IN-KIND DONATIONS TO THE SPECIAL EVENT CONTRIBUTION FUND IN SUPPORT OF THE 2010 SNORES & S'MORES FAMILY CAMPOUT EVENT DEPT. DIRECTOR CITY ATTORNEY CITY MANAGER RECOMMENDED ACTION: Adopt Resolution No. 2010-246 , accepting an individual cash donation of two hundred fifty dollars ($250) and in-kind donations of products and services with a fair market value of three thousand two hundred ninety-six dollars ($3,296) in support of the Snores & S'mores Family Campout special event held on August 21, 2010, and recommend acceptance by the City Council and directing the Finance Director to appropriate the received funds to the Parks & Recreation Special Event Contribution Fund. ITEM EXPLANATION: On Saturday, August 21, 2010, the Parks & Recreation Department hosted the Snores & S'mores Family Campout special event at Aviara Park. The sold out event had an attendance of 305 participants. This event was geared toward the first time camper as well as families with young children. For the second consecutive year, the event was held in the safe and controlled environment of Aviara Community Park where campers set up their tents on the ball field lawn and joined in activities in the throughout the park. The "Snug as a Bug" theme was complimented with a giant fly wall, a caterpillar obstacle course, bug crafts, bug themed relay games, and "Capture the Bug" scavenger hunt that sent families around the park collecting escaped bugs. Guests enjoyed a barbecue dinner provided by Pat & Oscar's and settled in on the hillside for s'mores, popcorn, and an outdoor viewing of A Bug's Life. As part of the Park & Recreation Department's continuing effort to minimize General Fund expenses, staff seeks support from various businesses. Many businesses sponsored the event with both cash and in-kind donations for a total of $3,546. On September 20, 2010, the Parks & Recreation Commission unanimously accepted the donation and recommended acceptance by City Council. The City of Carlsbad Parks & Recreation Department wishes to acknowledge the generosity of all the sponsors involved. Letters of appreciation have been sent on behalf of the Park & Recreation Department and the City of Carlsbad. Product/service donations totaling $3,296 assisted in offsetting the actual cost to the general fund. A summary of the cash and product/service donations is attached hereto as Exhibit 2. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065 and CEQA Guidelines, this action does not constitute a "Project" within the meaning of CEQA and therefore, does not require an environmental review. Resolution No.2010-246. authorizing acceptance of cash, product and in-kind service donations in support of the 2010 Snores & S'mores Family Campout special event, and appropriation of received funds to Parks & Recreation Special Events Contribution Fund. 2. 2010 Snores & S'mores Family Campout donation listings. 1 RESOLUTION NO. 2010-246 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING DONATIONS OF $3,546 IN CASH AND IN-KIND PRODUCTS AND SERVICES IN SUPPORT OF 4 THE 2010 SNORES & S'MORES FAMILY CAMPOUT SPECIAL EVENT AND APPROPRIATION OF RECEIVED FUNDS. 5 WHEREAS, the Snores & S'mores Family Campout special event was held on August 21, 2010 in Carlsbad; and 8 WHEREAS, the City Council wishes to accept the donations of cash, products 9 and in-kind service totaling $3,546 in support of the Snores & S'mores Campout special event,; and 12 WHEREAS, the City Council wishes to acknowledge the generosity and support 13 of community businesses that helped to support to this special event; and 14 WHEREAS, on September 20, 2010 the Parks & Recreation Commission 15 received cash, products and in-kind services totaling $3,546 and recommends 16 acceptance by the Council. 17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 18 Carlsbad, California, the following: 19 1. That the above recitations are true and correct. 20 2. That the City Council does hereby accept $3,546 in cash and in-kind 22 donations as itemized in Exhibit 2. 23 3.
