RECOMMENDED ACTION:
City Council adopt Resolution No. 2010-247 accepting the California Office of Traffic Safety DUI
Mini-Grant and appropriating funds to conduct two sobriety checkpoints within the City of
Carlsbad.
ITEM EXPLANATION:
The California Office of Traffic Safety has approved Carlsbad's application for their Sobriety
Checkpoint Mini-Grant Program for Local Law Enforcement Agencies. The goal of this grant is to
reduce the number of people killed statewide in alcohol-related crashes. The mini-grant funds
overtime costs to conduct sobriety checkpoints during the two National Impaired Driving
Campaign mobilization time periods: Winter 2010/2011 and Labor Day 2011. This cost is
estimated to be approximately $18,919 for two checkpoints.
FISCAL IMPACT:
The estimated overtime costs of $18,919 for the two checkpoints are fully reimbursable by the
California Office of Traffic Safety DUI Mini-Grant.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065 and CEQA Guideline section 15738, this does
not constitute a "project" within the meaning of CEQA and therefore, does not require an
environmental review.

WHEREAS, the California Office of Traffic Safety approved the City of Carlsbad's
7
applications for their Sobriety Checkpoint Mini-Grant Program for Local law8
Enforcement Agencies; and
WHEREAS, the goal of this competitive grant is to reduce the number of people
11 killed statewide in alcohol-related crashes; and
12 WHEREAS, it is the desire of Carlsbad Police Department to participate in this
13 program to help reduce drunk driving locally; and
14 WHEREAS, all overtime costs related to the two checkpoints are fully
reimbursable through the Office of Traffic Safety DUI Mini-grants.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Carlsbad, California, as follows:

1. That the above recitations are true and correct.
20 2. That the Police Chief is authorized to execute all appropriate agreements with
21 the California Office of Traffic Safety for receipt of the subject grant funds, as
22 well as any required reports and/or final statements.
23 3. That the Finance Director is authorized to appropriate $18,919 to the Police
24 Department for conducting two sobriety checkpoints.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
of the City of Carlsbad on the 9th day of November, 2010, by the following vote to wit:
AYES: Council Members Lewis, Kulchin, Packard and Blackburn.
