DIRECTOR^f*/^^ CITY ATTORNEY ' (jS^ CITY MANAGER (^ - RECOMMENDED ACTION: Adopt Resolution No. 2010-249 accepting bids and award of contract to Southwest Pipeline and Trenchless Corporation, for Miscellaneous Sewer Rehabilitation, Northwest Quadrant, Project No. 5503. ITEM EXPLANATION: Inspection through Closed Circuit Television (CCTV) has identified defective sewer pipeline at several locations in the City's northwest quadrant. The defects at these locations include cracked and broken pipe sections, root intrusion, and ground water infiltration. In consideration of the type of defects and selected methods of rehabilitation, the work at six locations will be completed under one construction contract. The project includes cleaning and root removal in the pipelines, followed with the pipeline rehabilitation by installation of cured-in-place pipe (CIPP) liners and point repairs. Following the installation of the CIPP liner, the existing lateral connections will be reinstated, robotically, by cutting out the liner at the lateral connection, then inserting a sealing system between the new pipe lining and the lateral. The project was approved and authorized to advertise for bids with five site locations. Location No. 6 was discovered by O & M staff during the bid advertisement phase. That location was added to the project as a bid item through an addendum to the bid documents, prior to bid opening. The project in its entirety includes rehabilitation of approximately 2,785 lineal feet of six and eight inch diameter pipe. Each repair location is identified on Exhibit 1. On September 28, 2010, two (2) sealed bids were received for the construction of this project, which are summarized in the table below: CONTRACTOR 1 . Southwest Pipeline and Trenchless, Corporation 2. Repipe-California, Inc. CITY/STATE Gardena, CA Ontario, CA TOTAL $219,850 $357,128 The Engineer's Estimate for this project is $435,000. Staff has completed its review of all documents and finds that they are in order. Therefore, staff recommends that Southwest Pipeline and Trenchless Corporation be awarded the contract. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility services involving negligible or no expansion. Sufficient funds are available for the construction of the Miscellaneous Sewer Rehabilitation, Northwest Quadrant Project. The remaining funds in CIP No. 5503 will provide for similar future sewer pipeline rehabilitation and replacement. The project is funded from the Sewer Replacement Fund. EXHIBITS: 1 .Location Map. 2. CP 5503 EXHIBIT 1 1 RESOLUTION NO. 2010-249 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARD OF 3 CONTRACT TO SOUTHWEST PIPELINE AND TRENCHLESS CORPORATION, FOR THE MISCELLANEOUS SEWER 4 PIPELINE REHABILITATION NORTHWEST QUADRANT, PROJECT NO. 5503. 5 6 WHEREAS, inspection of the sewer system has identified six and eight inch diameter 7 sewer pipeline in the City's northwest quadrant with defects and in need of repair; and 8 WHEREAS, the condition of said pipelines is such that they may be rehabilitated by lining 9 the existing pipeline with cured-in-place pipe (CIPP); and 10 WHEREAS, the City Council of the City of Carlsbad, California, desires to rehabilitate 11 sewer by said means; and 12 WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, 13 equipment, transportation, and other expenses necessary or incidental to the Miscellaneous 14 Sewer Rehabilitation, Northwest Quadrant, Project No. 5503, have been prepared and are on file 15 in the Public Works-Engineering Department of the City of Carlsbad and are incorporated herein 1g by reference; and 1 -, WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) per 12 State CEQA Guidelines Section 15301(b) - minor alteration of existing facilities of public utility 19 services involving negligible or no expansion; and 20 WHEREAS, on July 13, 2010 through the adoption of Resolution No. 2010-185, the 21 Carlsbad City Council approved plans and specifications and authorized the City Clerk to advertise 22 to receive bids for the Miscellaneous Sewer Rehabilitation, Northwest Quadrant, Project No. 5503; 23 and 24 WHEREAS, two (2) sealed bids were received on September 28, 2010, by the City of 25 Carlsbad for the construction of said project; and 26 WHEREAS, the lowest responsive and responsible bid to construct said project was 27 submitted by Southwest Pipeline and Trenchless Corporation in the amount of $219,850; and 28 1 WHEREAS, funds in the Sewer Replacement Fund are sufficient for the project. 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 3 California, as follows: 4 1. That the above recitations are true and correct. 5 2. That the bid in the amount of $219,850, submitted by Southwest Pipeline and 6 Trenchless Corporation, for the construction of the Miscellaneous Sewer Rehabilitation, Northwest 7 Quadrant, Project No. 5503, is accepted and the Mayor is hereby authorized to execute a contract 8 with Southwest Pipeline and Trenchless Corporation. g 3. The City Manager is hereby authorized to approve construction change orders up to 10 $33,000. 11 4.
