RECOMMENDED ACTION:
Introduce Ordinance No.CS-111 to increase the existing 40 mile per hour prima facie
speed limit upon Avenida Encinas from Palomar Airport Road to 0.67 miles south of Palomar Airport
Road to 45 miles per hour.
ITEM EXPLANATION:
The subject segment of Avenida Encinas from Palomar Airport Road to 0.67 miles south of Palomar
Airport Road is currently posted at 40 miles per hour based on the Engineering and Traffic Survey
dated April 8, 2003. Based on the requirements found in the California Manual on Uniform Traffic
Control Devices (MUTCD) and the California Vehicle Code (CVC), the current Engineering and Traffic
Survey is considered expired and a new Engineering and Traffic Survey is required.
Avenida Encinas is classified as a secondary arterial in the Circulation Element of the General Plan.
The road is constructed with one traffic lane in each direction separated by a painted centerline or
painted median. The subject segment is 0.67 miles in length and follows a relatively straight
alignment. The subject segment has been improved with concrete curb and gutter, sidewalk and
street lights on the entire east side of the roadway. The west side is largely unimproved with an
asphalt concrete berm running along the west edge of the roadway. Approximately 1,400 feet of
roadway has been improved on the west side with curb, gutter and sidewalk.
Two-way traffic volumes were measured to be 9,385 vehicles per day. These volumes are below the
design capacity of a secondary arterial which is designed to accommodate approximately 10,000 to
20,000 vehicles per day.
Based on the speed surveys conducted by staff on August 26, 2010, the 85th percentile speed was
found to be 44 miles per hour at a location 0.3 miles south of Palomar Airport Road and 46 miles per
hour at a location 0.6 miles south of Palomar Airport Road. The California MUTCD that requires that
the speed limit be established at the nearest 5 mile per hour increment of the 85th percentile speed
and that any 5 mile per hour reduction considered must be documented in writing on the Engineering
and Traffic Survey. Since no justification for a 5 mile per hour reduction was established, the
recommended speed limit proposed by staff is 45 miles per hour.

At their meeting on October 4, 2010, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to revise the prima facie speed limit upon the subject segment of
Avenida Encinas. The Commission recommended by a 4-0 vote that the existing 40 mile per hour
prima facie speed limit on Avenida Encinas from Palomar Airport Road to 0.67 miles south of Palomar
Airport Road be raised to 45 miles per hour.
The current version of the Engineering and Traffic Survey is on file in the office of the Traffic Division
Manager.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, involving
negligible or no expansion.
FISCAL IMPACT:
Replacing four speed limit signs upon Avenida Encinas will cost about $600. Sufficient funds are
available in the Streets Division budget.

The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended

by the revision of Section 10.44.280 to read as follows:
9 "10.44.280 Avenida Encinas:
a. Upon Avenida Encinas from Carlsbad Boulevard to a point three thousand feet
j j northerly of Poinsettia Lane, the prima facie speed limit shall be thirty-five miles per
hour.
12 b. Upon Avenida Encinas from a point three thousand feet northerly of Poinsettia Lane to
a point three thousand five hundred feet southerly of Palomar Airport Road, the prima
13 facie speed limit shall be thirty miles per hour.
c. Upon Avenida Encinas from a point three thousand five hundred feet southerly of
14 Palomar Airport Road to its intersection with Palomar Airport Road, the prima facie
speed limit shall be forty-five miles per hour.
l-> d. Upon Avenida Encinas from Palomar Airport Road to its intersection with Cannon
Road, the prima facie speed limit shall be forty miles per hour."16
