(jj—^ RECOMMENDED ACTION: Adopt Resolution No. 2010-266 authorizing the Carlsbad Cultural Arts Office to apply for a grant from the San Diego Women's Foundation for the 2011-12 Arts & Culture Grants program, accepting any funds awarded and directing the finance director to appropriate the received funds to the Cultural Arts Office's Arts Education budget for the Three-Part-Art program. ITEM EXPLANATION: The Cultural Arts Office received notification of an opportunity to apply to the San Diego Women's Foundation for $25,000 in funding for programs providing accessible artistic and cultural experiences which engage and educate underserved K-12 youth, while honoring the diversity of the San Diego region. Priority consideration will go to organizations demonstrating a history of experiential arts programs for underserved youth in their own communities. The Cultural Arts Office's Three-Part-Art program for third and fourth grade students, conducted at no cost to participants, specifically addresses the criteria of the grant. The history of success of Three-Part Art, its high quality, partnership with local schools and its many aspects meeting the grant criteria persuade staff that the Cultural Arts Office application would be very competitive, with a strong likelihood of a funding award. The grant announcement was provided to staff at the end of October with an application deadline of December 1, 2010. The focus of the Foundation changes annually; thus the current application cycle represents the only opportunity to apply for this grant. The awarded funds for a one-year, one-time-only project must be spent between July 1, 2011 and June 30, 2012, which coincides with the city's fiscal year. The funding does not require a match or the application of any new funds by the city. The Cultural Arts Office would use the funds for teacher training, an artist-in-residency program, arts supplies and project coordination services that would prepare and encourage the two Carlsbad Unified School District (CUSD) Title I elementary schools (Buena Vista and Jefferson) that have not actively participated in Three-Part-Art the ability to take better advantage of this award-winning, city-sponsored program. The grant would prepare and allow students from these two schools to attend three different exhibitions at the William D. Cannon Art Gallery over the course of one school year, and therein begin to develop the knowledge of the visual arts that their peers in other schools have attained through their participation in the Three-Part-Art program. The majority of the project would be carried out by contracted personnel paid by the grant funding: a project coordinator, visiting artists in the two schools and gallery arts educators. D D D Page 2 of AB AUTHORIZATION TO APPLY FOR A GRANT Arts staff is estimated to be minimal and will not result in the reduction of other current programs and services; managing the project will become an Important Work assignment for the Arts Education Coordinator in FY 2011-12. Payroll, invoicing and other administrative tasks will be handled as regular Three-Part-Art activities by general staff, and the contracted project coordinator will conduct coordination with the two schools, the artists, and other needed services. Admitting the two underserved CUSD schools into the program will not displace other CUSD schools being served by Three-Part-Art, as currently reservations unfilled by Carlsbad schools are offered to schools in adjacent school districts. This is a one-time project (if funding is awarded), and there is no expectation on the part of the Cultural Arts Office or the two participating schools for the project to continue after the grant ends in 2012. Due to time constraints, staff submitted the grant application to the San Diego Women's Foundation on December 1, 2010, the submission deadline. If the City Council does not authorize submittal of the application, staff will withdraw the grant application immediately. FISCAL IMPACT: Awards will be made on a competitive basis. The total cost of the funded project to provide Three-Part- Art services to the two Title I schools will not exceed the amount awarded by the San Diego Women's Foundation based on the project budget, with a minimum award of $25,000. The resources provided by the Cultural Arts Office, as required to be calculated in the grant application, will be those resources already used to conduct Three-Part-Art: a contracted curriculum guide writer, curriculum guide printing, arts educator training, expenses for the three exhibitions annually selected as the basis of Three-Part- Art and art supplies for the hands-on art-making component of the program. ENVIRONMENTAL IMPACT: The application for grant funds does not qualify as a "project" under the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378, as it does not result in a direct or reasonable foreseeable indirect physical change in the environment. This year SDWF will accept proposals that support Arts and Culture in the San Diego region. All decisions are made by SDWF members and affirmed by TSDF Board of Governors. THE SAN DIEGO WOMEN'S FOUNDATION GRANT GUIDELINES Arts and Culture Focus Our aim is to fund programs that provide accessible artistic and cultural experiences which engage and educate underserved K-12 youth, while honoring the diversity of the San Diego region. Priority consideration will go to organizations demonstrating a history of experiential arts programs for underserved youth in their own communities. Grant Amount The minimum grant to be awarded in this grant cycle is $25,000. There is no maximum, although it is expected that SDWF will award approximately $200,000 total in 2011. Grant Period Each grant is awarded for a 12 month period. This grant cycle begins on July 1, 2011. Cultural Arts Office Project Description This proposal seeks funding to assist the two Title I elementary schools in the Carlsbad Unified School District so that they will participate in the William D. Cannon Art Gallery's Three-Part- Art program conducted by the Cultural Arts Office. An exemplary program which has won significant funding support in the past from the Institute of Museum and Library Services, Three- Part-Art is targeted at third- and fourth-grade classes and provides professionally researched resource guides for classroom use, artist-led interactive tours of exhibitions at the gallery, and on-site artist-led art making projects. It is cost-free to all schools and more than 4,500 students and 1,500 teachers and parents participate in the program annually. The two schools designated as Title I schools in the CUSD system - Buena Vista and Jefferson Elementary Schools - currently face great challenges in accessing Three-Part-Art's educational opportunities. This grant, if received, will provide an artist-in residence program, teacher training in the arts, arts supplies, and project coordination for both schools, thereby creating an environment that will encourage and make possible both schools' active participation in the William D. Cannon Art Gallery's Three-Part-Art program.
