DIRECTOR^ CITY ATTORNEY CITY MANAGER APPROVING Street Name Change 10- RECOMMENDED ACTION: That the City Council ADOPT Resolution No. 2010-270 02, renaming Park Hyatt Point to "Aviara Resort Drive." ITEM EXPLANATION: The owner, Aviara Resorts Associates, LP, is requesting approval from the City Council to rename Park Hyatt Point to Aviara Resort Drive. The operators of the hotel located on this street have changed from Four Seasons to Hyatt Hotel Corporation and the resort is now operated as the Park Hyatt Aviara Resort. As shown on the attached location map, approval of the street name change would rename the entire private roadway between Aviara Parkway to the north and the private hotel shuttle road to the south. The private roadway serves the Park Hyatt Aviara Resort. On September 14, 2010, City Council approved the street name change of Four Seasons Point to Park Hyatt Point due to the change in hotel operators. The Four Seasons Residence Club Aviara, the time- share located just east of the hotel, expressed opposition to the street name change after it was approved. Aviara Resort Associates, LP, is now proposing Aviara Resort Drive with the Four Seasons Residence Club supporting the street name change (Attachments 3 and 4). The proposed street name change conforms to all requirements of the City Council's Street Naming and Addressing Policy No. 20, based on the following: 1 . The Police and Fire Departments have stated that, provided that their emergency response maps and databases are updated, no emergency response concerns exist with the proposed street name change. 2. The proposed street name change does not exceed 16 letters and spaces, which is the maximum established in Policy No. 20. FISCAL IMPACT: Aviara Resorts Associates, LP, will bear all costs associated with the street name change including street signs, emergency response data bases and maps. No fiscal impacts to the City will result from approval of the street name change. ENVIRONMENTAL IMPACT: The renaming of streets is exempt from environmental review pursuant to Section 15301(g) of the State CEQA Guidelines. We request that this street be re- named AVIARA RESORT DRIVE. It is our understanding that the Aviara Resort Club Management is also in favor of this name. As a part of this street name change, we will agree up reimburse the City for any expenses related to changing the street name, such as street signs and updating emergency response maps. Please consider this letter a formal request for street name change to AVIARA RESORT DRIVE. We have enclosed a street name change application fee in the amount of $ 1,517.00. It is our understanding that the ownership of the Park Hyatt Aviara Resort is requesting the Carlsbad City Council to consider approval of a street name change of the private roadway between Aviara Parkway and the private hotel shuttle road in Carlsbad. This roadway provides access to a number of our Residence Club Villas. Park Hyatt Aviara Resort is requesting the street be re-named to AVIARA RESORT DRIVE. Please be aware that the Four Seasons Residence Club Aviara management has reviewed this requested street name change and is in concurrence with this proposed name. Thus, we support the street name change to AVIARA RESORT DRIVE as requested by the Park Hyatt Resort Club ownership.
